Alton said that foreign inspectors include those from the UK, Denmark and Australia. The group came to Hong Kong yesterday (23rd) and will stay until Tuesday (26th). He pointed out that this visit to Hong Kong was invited by the Hong Kong Democratic Party and today he visited a number of constituencies such as Sha Tin. Asked about the US Senate and House of Representatives' earlier passage of the Hong Kong Bill of Rights on Human Rights and Democracy, Alton said that there are similar bills in the United Kingdom that the bill is unacceptable.

Alton also pointed out that Hong Kong's vitality is based on its values of the rule of law and freedom of speech. He said that the current voter turnout rate for district board elections has surpassed that of the previous session, reflecting the enthusiasm of Hong Kong people for democracy and hope that Hong Kong people will choose their own chief executive in the future.
