The People's Assembly today, at its 26th session of the 11th ordinary session of the second legislative session, chaired by Speaker Hamouda Sabbagh, discussed the report of the budget and accounts committee on the draft law of the state budget for 2020.

A number of Council members stressed during their interventions on the report of the Committee the need to stimulate production and restore the role of natural resources and products as a primary source of public spending and eliminate the manifestations of waste and corruption and abandon the paper cash gradually as it is the best solution to combat tax evasion in addition to encouragement and real support for industrialists and craftsmen and scientific professions and continue to support Social security to ensure the delivery of support to the beneficiaries.

A number of members called for a radical amendment of the tax system to affect the effectiveness of those with large incomes, particularly speculators, monopolists, brokers and intruders on production, pointing to the need to find a solution to the problem of exchange rate change that affects the value of the lira and impose high fines on those who manipulate the prices of goods and products. Members should not import any locally produced foodstuffs as well as prohibit the import, support and investment of tobacco locally.

A number of members pointed out the need for both the committee and the government to indicate what has been achieved in the previous budget reports and the disparity in the implementation of projects between the ministries, stressing the importance of relying on the budget cut accounts in the preparation of future budget drafts and the preparation of the budget pieces of account in its constitutional date.

In addition to discussing the report of the Committee on Budget and Accounts, a number of members called for the creation of deterrent laws to prevent encroachment on forestry and agricultural lands, especially in the model villages where infrastructure is ready, a solution for the road node in the city of Jableh and the development of the project of internal wealth in addition to controlling prices in the market and fixing the exchange rate after its reduction. In order to restore the purchasing power of the lira pointing to the need to expand the network of branches of government banks and the development of the marketing mechanism of its products to cover various towns and cities to facilitate the delivery of services to citizens as well as the development of the work of the General Postal Corporation.

The Committee on Budget and Accounts yesterday presented its report on the draft law of the state budget for 2020 for deliberation before its adoption article after article.

The appropriations of the state budget project for the fiscal year 2020 were set at a total amount of 4000 billion Syrian pounds. Current operations' appropriations were estimated at 2700 billion pounds, while the investment operations appropriations were estimated at 1300 billion pounds. Provisions were also made for periodic upgrades, while the draft budget included 83,416 new job opportunities. 65474 jobs in the administrative sector and 17942 jobs in the economic sector.

The meeting, which was attended by Finance Minister Mamoun Hamdan and the State for Parliamentary Affairs, Abdullah Abdullah, was raised to 12:00 on Tuesday.
