Liang Meifen, an associate professor at the City University School of Law and a member of the Legislative Council, also advocated earlier, referring to the "riot community and victim group" set up by the British government after the riots in London in 2011 to deal with this incident and comprehensively review the antecedents and consequences of the Anti-Amendment Movement.

Liang Meifen believes that the social environment of the "riot community and victim group" established in the United Kingdom at that time is very similar to that of Hong Kong now. She suggested that the investigation process could follow the British practice, allowing interviewees to give evidence anonymously, and advocated mediation rather than litigation to resolve disputes, and believed that mediators were better at helping deeper knots than lawyers.
