The Development Bureau will accept applications for the Land Sharing Pilot Scheme early next year for a period of three years. The maximum number of private lands involved in an approved application is 150 hectares.
The Legislative Council Panel on Development met today (26th). Some members questioned the plan or "beneficial to oneself", as well as land requisition by small citizens. The Secretary for Development, Mr Wong Wai Lun, said that the plan had already been fully consulted, but revealed that if an advisory group of non-officials rejected the application, the developer would have to revise and submit it again.

The Land Sharing Pilot Program is planned to be launched in early 2020. The application period is 3 years. A maximum of 150 hectares of agricultural land will be approved. In addition, a dedicated advisory group of no more than 10 people will be set up.
Huang Weilun disclosed at the meeting that the developer must first submit the project to a central group composed of civil servants for approval, and then provide advice from the advisory group, and then be approved by the chief executive and the guild, and the legal planning process will be carried out. If the advisory group does not support or reject the project, the developer needs to continue to discuss with the central group and revise it. The project will not go to the meeting.
MPs worry about plans favoring big consortia
Many lawmakers are worried that the plan will eventually help disguised land consortiums. Labour MP Zhang Chaoxiong criticized the plan for large real estate developers; Mai Meijuan of the Federation of Trade Unions also questioned that developers would apply for private land outside of the application area, such as the development of infrastructure and community facilities, and eventually the government would take back the land. Land, and also concerned about whether the development plan is time-bound.
Huang Weilun emphasized that before the launch of the plan, sufficient consultation should be made in the land debate. The development of infrastructure should be in proportion to the number of housing units provided. Not less than 70% of the land should be allocated for public or first homes. The remaining 30% can be used for private development.
