The FAX collects from the public the "Hourly Voters" form of polling stations in Hong Kong to monitor the operation of the polling stations. According to statistics, 37 ticket stations have modified their records. Among them, 5 revised the "cumulative number of votes" in the last hour during the counting of votes. Comparing the number of votes issued and the votes of the final candidate, there were three stations with a difference of more than one percent.

37 have modified the information and only 15 have been signed

On the election day, the Facsimile Agency collected from the public the "Number of Voters Per Hour" (Form P15) of a total of 615 constituencies in Hong Kong (Form P15) and obtained a complete form from 601 stations, of which 443 constituencies gathered all votes in the district Station P15 form. After examining the P15 form at 601 stations, it was found that at least 37 stations this year have modified the records of "hourly votes" or "cumulative votes". The number of revised votes ranged from 1 to 125, of which 9 The number of ballot papers at the ticket station was changed to 100. Since the ballot papers consisted of 100 papers, it is estimated that the relevant amendments were related to the error of counting the stubs. Only 15 of the above 37 stations with modified information were signed at the amendment office.

This year, five votes stood at the counting stage to revise the number of people voting in the last hour, ranging from 12 to 89 votes before the amendment, including a 13-vote difference between Java Road Sports Centre Ticketing Station (C1901) in the Eastern District and Jingcai Street Community in Tuen Mun District. There is a 28-point difference between the Hall Ticket Station (L1102), a 12-point difference between the Hong Kong Federation of Youth Groups Hung Hom Bridge Youth Space Ticket Station (M1401), Wong Tai Sin District Wong Tai Sin Government Primary School Ticket Station (H0201) and the Hong Kong Kindergarten Association Kindergarten School Ticket Station (H2201), a difference of 2 votes and 89 votes respectively.

The number of voters in the last hour was 195, but then changed to another A form with 284 votes in the last hour, with 89 more votes, has not changed in other periods. However, the new P15 form has not been signed or the figures have been modified. If there is no comparison between the old and new form photos, it is difficult for the public to know that the figures have been modified.

Number of votes, including prisons, not disclosed by the REO

In addition, the fax agency used the P15 form in each district to compare the total number of votes obtained by the final candidates. It checked whether the ballots issued by the polling stations corresponded to the number of voters. Since the Electoral Affairs Office did not disclose the invalid votes received by each polling station, The number of ballot papers in a correctional institution, prison or police station dedicated polling station cannot be accurately checked. Only the percentage difference between the ballot papers can be used as a reference.

The constituency with the highest percentage difference was the Tuen Mun Siu Chie Constituency (L02). According to the P15 form of the two polling stations in the district, the total number of votes was 7,572. However, the two candidates won a total of 7,421 votes. The number of votes was 151 more than the total number of votes obtained by the candidates, accounting for 1.99% of the total votes.

If the boundary is demarcated by more than one percent, there are two more constituencies in Ma Wan (K11) and Sha Tin City Centre (R01), which are 53 (1.02%) and 75 (1.02) more votes than candidates. %). If demarcated by a difference of 0.5%, 81 of the 443 constituencies with complete 15-hour data were issued with more votes than the total number of votes obtained by candidates. The ratio exceeded 0.5%. The above-mentioned ballots differed, no invalid ballots were counted, and the number of votes from dedicated polling stations was not counted.

According to the Work Manual for District Council General Elections 2019: Polling Directors, Deputy Polls, Assistant Polls, District Liaison Officers and the 2019 District Council General Elections: Work Manual for Voting Assistants and Polling Officers For Part 6, the voting assistant (statistics) must calculate and record the number of ballot papers issued by each invoice counter during this period at 15 minutes per hour (last time at 10:30 pm), and distributed to the counter at the beginning of the comparison period , And the sequential numbering of the remaining ballots at the counter at the end of the period. The assistant polling station director (statistics) calculates the number of voters in the entire polling station in the past hour, and finally fills out the P15 form.
