2019-11-27T09:59:05.169Z

The biennial district board elections have been settled, and today (27th) there was another suspicion of votes. The Facsimile reported that when counting the votes at the Kamilton Amway Constituency (J10), Carmel Leung Provincial German School Ticket Station (J1001), a stamped ballot was found from the Emerald Constituency (C14) in the Eastern District. Two candidates from the Amway Constituency confirmed that the ballot had been classified as invalid and quoted the station director's explanation as a result of a "printing error", but the station director also disclosed that the number of ballot stubs and the number of ballot papers were recovered after the "Hong Kong Island Ticket" was removed. The number of votes matched, that is, the "Hong Kong Island Ticket" did not come from the station. The facsimile agency has inquired about the matter with the Registration and Electoral Office and did not respond to the deadline.

The facsimile agency has inquired about the matter with the Registration and Electoral Office and did not respond to the deadline.

Cai Zehong eventually defeated Zeng Ronghui, who won 2,704 votes by 3,687 votes. Since the two were 983 votes apart, this non-Amway constituency ballot did not affect the election results. (Photo of Fax Agency)

The FAX reported that during the countdown of the district board election the next morning, at about 12:30, when the station director showed the questionable ballot to the candidate and his agent, he found a ballot from Hong Kong Island's East Jade Constituency. I saw the ticket printed with the names and photos of the two candidates in the Jade Jade Constituency (C14) of the Upper East District, and stamped the voting stamp on the No. 1 box. I asked the director of the ticket office that it might be a "printing error". Cai Zehong questioned that if it was misprinted, why wasn't a stack of ballot papers misprinted, but just one ballot paper misprinted, but the station director could not give a further reply. He quoted the director as saying at the time that the number of ballots issued by the verified voters was the same as the number of ballot stubs, and that there was no error, "that is, one extra (vote) was printed."

The station director then called C1401 to check whether there was one missing ballot, but the other party responded with "No", and the station director did not announce how many questionable votes and the number of final invalid votes that night.

Ms. Liang, Cai Zehong's monitoring and voting agent, also quoted the director of the polling station as saying that the ballots in the non-J10 constituency were torn from a stack of ballots, which would be cancelled and retained, and will be shown to the participating teams later. However, he did not see where the ballot paper was sealed by the director of the ballot station or was collected. Until the last count, he did not see the ballot paper again.

Another candidate from the Democratic Alliance for the Betterment of Hong Kong, Zeng Ronghui, responded to the FAX, stating that the explanation of the ticket director at that time was unclear and unexplainable, and quoted the ticket director at the time stating that the ballot paper belonging to the C14 constituency was not included in the election. In the sequence number of the ballots sent out, "The ballots they sent out were correct without counting the ballot." Both candidates in the district asked the REO to explain the incident.

The C14 constituency has lost one vote and has been found

In addition, the director of the J1001 voting station said that there was no lack of votes in the C14 constituency, but Li Zhiqiang, the candidate for the C14 constituency, said that the vote in the district had been one vote behind, and the two parties believed that the impact on the result was not significant. Until they planned to leave, The ticket director informed that ballots had been retrieved, but did not explain whether the ballots found in Kwun Tong had been added, nor did the ticket director add one of the retrieved votes to the votes obtained by the two candidates. According to the results of the REO's election, the total number of votes for the two candidates in the C14 constituency was 6,333. Li Zhiqiang's scrutineer stated that the total number of invalid votes was 25. The total number of 6,358 votes was 6 votes away from the 6,359 votes issued by the station. Lai thinks that if something really happens, it is a big mistake. "Hong Kong's electoral system has always been credible. The REO must find out."

Chen Kairong, another candidate for No. 2 in the C14 constituency, also confirmed to the fax agency that there was a short vote at the ticket site, but in the end the director of the ticket office said that he had recovered the votes. He expressed no knowledge of the C14 ballot at the J1001 ticket station.

According to the "Number of Voters Per Hour" (Form P15) posted at the J1001 ticket station, the number of voters in this form from 1.30 pm to 2.30 pm was revised from 382 to 385, an increase of 3 and one The signature is added next to it, and the reason for the amendment is not known.
