(CNN) - A federal judge in Oregon blocked the Trump administration's measure to deny immigrant visas if they cannot prove they will have health insurance.

Judge Michael Simon ruled that the president's proclamation "that requires legal immigrants to provide proof of medical insurance before the State Department issues a visa is incompatible with the INA," in reference to the Immigration and Nationality Law.

Simon had previously temporarily prohibited the administration from implementing the policy, and has now granted a preliminary national court order until the case is resolved.

Last October, the president had signed a proclamation that required many immigrant visa applicants to demonstrate that they have health insurance or the means to pay for medical care before obtaining an immigrant visa.

In the proclamation, Trump pointed out that “hospitals and other providers often administer care to the uninsured without any hope of receiving reimbursement from them” and that the costs generated by these care “are transferred to the American people in the form of taxes plus high, higher premiums and higher rates for medical services. ”
