Zhang Zifeng, Chief Administrative Manager (Network Operation) of the Hospital Authority, said that the bureau has allocated a total of about 732 million yuan to the hospital network in preparation for measures to deal with winter influenza at the end of the year. In 2019/20, the Hospital Authority has added 506 new permanent beds in each network, and has reserved resources to open 900 temporary beds according to service needs.
For the peak of winter influenza last year, the HA added short-term beds and temporary beds separately, adding an average of 1,400 to 1,700 extra beds, but Zhang Zifeng now claims that short-term beds have become regular beds, "open for 365 days", so 2019 The peak of winter / 20 winter influenza service only has temporary beds with a total of more than 900 beds. According to the HA's statement earlier this year, the winter flu peak "extra beds" are divided into two categories. "Short-term beds" refer to the beds that are continuously added during the winter flu peak, and "temporary beds" are added to meet the needs of ward operations.

In addition to the provision of extra beds, Zhang Zifeng continued that the HA will continue to hire full-time, part-time, optional part-time and temporary medical staff, and use intermediary nurses and support staff as needed. Medical care plus 10% from early next year plus 20% overtime
The Hospital Authority will optimize the Special Remuneration Scheme (SHS) arrangement from January 1 to May 3 next year, including providing an additional 10% of the allowance for medical staff who work overtime. Manpower is particularly tight after the Lunar New Year, night shifts, public holidays and weekends, and overtime allowances will be increased by 20%. At the same time, the hourly remuneration for private doctors who were reinforced by the emergency department and general outpatient clinics was increased from 700 yuan to 1,000 yuan.

During the peak season of the winter flu, the HA added a total of more than 25,000 additional service places for general out-patient clinics, and long holidays will add more than 5,000 additional service places. In addition to the 13 general outpatient clinics on public holidays, an additional 4 general outpatient clinics will provide services on designated days of long holidays, covering all 17 districts in Hong Kong.
