The 40-year-old defendant, Lai Maojian, the owner of Xinhengfa Hardware Co., pleaded guilty to conspiring his agent to accept benefits at the Tuen Mun Magistracy, violating section 9 (1) (a) of the Prevention of Bribery Ordinance and Section 159A of the Crimes Ordinance. He was approached by an assistant project manager of Vinda Foundation Engineering Limited in mid-July 2017, stating that the company was awarded a construction contract for a columbarium in Qingshan Village, Tuen Mun. At that time, the defendant was informed that if it agreed to provide the assistant project manager with 10% of Xinhengfa's order payment as a commission, Vinda would approve the order to Xinhengfa.

The two later agreed to reduce the commission rate from 10% to 5%, and during August 2017 to July 2018, Vinda issued orders to Xinheng with a total value of more than 200,000 yuan. The defendant provided the assistant project manager with a total of about 9,600 illegal commissions during the period. Acting Chief Magistrate Zhang Jieyi adjourned the case and sentenced him to December 12, pending the defendant's report on a social service order. The accused was remanded in custody for the time being.
