US media quoted Chinese officials involved in economic decision-making on November 29 emphasizing that trade negotiations are still proceeding as planned, as long as the United States has not implemented the bill's measures, Beijing still has a strong incentive to advance trade agreements.

The Wall Street Journal reported that China still hopes to reach an agreement with US President Donald Trump has signed the Hong Kong Bill of Rights and Democracy, because the agreement can ease China's problems in a rapidly weakening economy pressure.

The paper quoted Chinese officials involved in economic decision making as citing Trump's signing of the bill, emphasizing that it was the constitution's power in diplomatic relations. For the Beijing government, this obvious signal shows that he has given himself a lot of room for manoeuvre in giving up the actual reporting of the bill.

The report pointed out that after Trump signed the bill, the Chinese government has not given up on the U.S. president, except for loudly opposing it. China has not had any substantial retaliation so far. Instead, they focused on whether the United States has practical measures to implement the bill. The report also quoted Chinese and U.S. officials saying that the two sides remained confident in signing a partial trade agreement in the coming weeks.
