New American media Axios quoted a US source close to China that the US and China had almost signed the first-phase trade agreement a week ago, but the current assessment is too optimistic. It is reported that Trump's earlier signing of the "Hong Kong Bill of Rights and Democracy" offended China. Although Trump has underplayed the impact of the bill and stated that the signing of the bill was based on respect for Chinese President Xi Jinping and Hong Kong people, China still responds with "expected anger and threatening wording."

The report quoted a source close to the Trump negotiating team saying that the current US-China trade talks have stalled due to Trump's signing of the bill and it will take time to calm the domestic political situation in China. Lamp also intends to cancel the original decision to increase tariffs in mid-December to ensure that China will sign the agreement.

The report also quoted two people familiar with the talks between China and the United States as saying that there are still substantial obstacles to the negotiations, including how much the US will reduce tariffs, the implementation mechanism of the agreement, and how China will promise to purchase a large amount of US agricultural products.
