2019-12-02T10:02:21.952Z

The Citizen Party won 32 seats in the current District Council elections, 20 more than the previous term, and is the party that won the second most seats in this election. The party held a press conference today (2) to talk about the primary tasks of the next parliament, including follow-up police riots at the district council level, and asked the government to clear the tear gas-contaminated facilities in the district. Citizen Party Leader Yang Yueqiao said that the above-mentioned initiative was a "broke to draw the jade", hoping to promote the discussion of reform. It also said that reform requires the unity of democratic parties and the cooperation of the government. I believe that any form of reform must show determination. Eastern District Councillor Zheng Dahong pointed out that in the past session, the District Councils were dominated by the establishment faction, so it was not possible to discuss and follow up on disputes such as cooperation between North Point police and triads. Therefore, they will follow up on police violent issues at the District Council level in the coming session. The District Council invited the District Police District Commander to explain to police members on the issue of police brutality, saying "the truth must be revealed." District Council Member Huang Wenxuan also said that before the Independent Investigation Commission was set up, she intended to invite and ask the police to explain why they went in and out of private places, hoping to "protect the rights and safety of residents in various districts."

Tear gas issue plagues community MPs for review

District Councillor Yu Debao of Yau Tsim Mong District said that Yau Tsim Mong District was the area most affected by tear gas. Many residents had rashes and respiratory problems as a result. They also received help from shops in Guolan, so he proposed to work in the establishment of the District Council. The team will review and monitor the issue of extension after the tear gas is cast by the police, and follow up with the police on the criteria for the release of tear gas, and whether they will communicate with the district council members present.

In addition, Kwai Tsing District Councillor-in-Chief Kwong Ho-fai also advocated revitalizing the notice boards of the district council to allow residents to express their views through a democratic wall, believing that it is possible to "make less of snakes and cakes and carnivals, and put funding in the work of public opinion" . Yu Debao believes that the normalization and legalization of the Democracy Wall can avoid conflicts caused by the Lennon Wall, allow citizens to express their opinions and protect the safety of citizens.

Promote the reform of the co-opted committee system and modify the regional appropriation system

Regarding the proposals for reforming district boards, Wu Haohui stated that he advocated the cancellation of the district board's authorisation vote, which would allow a certain district member to be absent and allow other members to vote on his behalf. He pointed out that the Kwai Tsing District Council had reached a consensus on this and would deal with the motion to abolish it immediately after taking office.

Another Kwai Tsing District District Council candidate Tan Jiajun advocated reforming the system of co-opted members. Currently, co-opted councillors can appoint co-opted members to the committee. Co-opted members have the same rights to speak, move and vote as co-opted members. Tan Jiajun criticized the co-opted members for lacking public opinion. In the coming term, co-opted members' motions, voting rights, and even the entire co-opted system will be abolished. Yu Debao even criticized that the system of co-opted members was "policy sharing". In the past, the establishment system nominated co-opted members based on political connections rather than related experience, saying that reform can promote employment.

Regarding the reform of regional appropriation methods, Tan Jiajun pointed out that when the Kwai Tsing District Councillors became chairmen, they could nominate groups of their own to cooperate and hand over appropriations to the group. It was suspected of being a private minister, so it was necessary to explore the system of local appropriations.
