[Fugitive Offenders Regulations] Education Bureau: Individuals who do not receive assistance to drop out of the Mainland students decide not to speculate

In response to a written question from the Legislative Council today (4th), the Education Bureau stated that there is no statistical data on the withdrawal of mainland students studying in Hong Kong and the return to the Mainland. It is considered that the termination of studies is a personal decision and no speculation will be made on the number of such cases. The Authority continued to point out that the actual impact of the anti-revision incidents on non-local students' continued coming to Hong Kong to study or exchange in the future needs further observation.

Education Bureau: No cases of Mainland students seeking help

The Education Bureau replied that according to the data for September 2018, there were 1,349 and 950 Mainland students enrolled in secondary and primary schools in Hong Kong, and 38,087 full-time Mainland students and exchange students in post-secondary institutions in 2019/2020.

The Administration stated that there were no statistics on the mainland students who withdrew from Hong Kong and returned to the Mainland. They believed that the termination of their studies was a personal decision, including employment, family, health, etc., and no speculation would be made. In addition, from June 1st to November 22nd this year, the Education Bureau did not receive any cases of mainland students seeking help; the police said that no relevant statistics were kept.

According to the Education Bureau, it is understood that many non-local students have left Hong Kong after class suspension. As for non-local students staying in Hong Kong, universities have provided appropriate support to students in need, such as through special departments to arrange their off-campus Dormitory temporary accommodation, 24-hour counselling support, and emergency loans.

Long-term higher education remains attractive for non-local students

The Authority continued to point out that the actual impact of anti-revision incidents on non-local students' continued coming to Hong Kong to study or exchange in the future needs to be further observed. I believe that as university campuses return to calm, Hong Kong's higher education will still be attractive to non-local students. The government will closely monitor the situation.
