It expressed extreme regret and considered it unacceptable. The AC strongly urges the Transport Department to take appropriate measures to increase the supply of parking spaces to cope with the increasing shortage of parking spaces, including closely monitoring the progress of the pilot study on automatic parking systems.

Promote close monitoring of the progress of the pilot study on automatic parking systems
The Chairman of the Accounting Committee, Shi Liqian, spoke in the Legislative Council this morning on the audit report on the value-for-money audit of Audit Commission No. 72. He pointed out the total number of licensed commercial vehicles, private cars and motorcycles from 2006 to 2018. It increased by 44% to about 744,000, but the total number of parking spaces only increased to 757,000, an increase of only about 12%. During the same period, the overall ratio of parking spaces to number of vehicles decreased from 1.32 to 1.02, and according to government estimates, the ratio will further decline to less than 1 in the next few years. Due to the large increase in the number of private cars, the proportion of private car parking spaces during the same period fell sharply from 1.51 to 1.1.
Shi Liqian criticized the Transport Bureau as a policy bureau responsible for related issues. It had shortcomings in the long-term planning of parking space supply and the response to the increase in the number of vehicles, and considered it unacceptable. Shi Liqian pointed out that these shortcomings caused a continuous shortage of parking space supply and could not meet the parking requirements of licensed vehicles.
He also pointed out that the Transport Department, as the department responsible for parking of licensed vehicles, did not make proper planning and did not take timely measures to alleviate the shortage of parking spaces for private cars. He expressed great regret and considered it unacceptable. The AC strongly urges the Transport Department to take appropriate measures to increase the supply of parking spaces to cope with the increasing shortage of parking spaces, including closely monitoring the progress of the pilot study on the automatic parking system and strengthening the implementation of the automatic parking system.
