At the time of the incident, a strong monsoon signal was being issued, and a special weather alert was issued at the same time, stating "We are expecting strong northerly winds in Hong Kong. Citizens should be aware of the dangers caused by large sea waves." The maximum gusts of Shatin, Tai Mei Tuk and Sai Kung monitoring stations at Liushui Police Base are 31, 45 and 55 kilometers per hour, respectively.
