The HA responded to the enquiry of "Hong Kong 01" and stated that the foundation work of the project was completed last year and the superstructure work is currently underway. Queen Hill Village and Shan Li Yuan are expected to be completed in 2021. Luo Tingde, a district appointee in Fanling's Queens Mountain District, said last week that a complaint had been received from residents of nearby bungalows that the housing had structural problems after the project began piling. After his inspection, he found that at least six bungalows near the project had large and small cracks on the inner and outer walls. The width of the cracks was up to one inch, and the smallpox was peeling off, becoming curved and uneven, and may be in danger of collapse for a long time.

Roof beam tilt

The reporter inspected the site on Wednesday (4th). Two bungalows located less than 100 meters away from the project site had serious structural problems. Many of the bungalows were exposed and flaking. Although some places were painted, they were still clearly visible. The beam becomes inclined because of cracks.

Bungalow resident Xu Bo told reporters that his bungalow was built in 1963, and the building is 56 years old. It is separated from the site by only an iron plate, and there is no engineering noise screen. He described that the bungalows would shake when piling, and the objects in the house would be scattered all over the place. "It wasn't shock to sit or stand, the spirit was distressed, not words to describe." The outer walls of the bungalows began to appear in May. In the cracked condition, water leaked from the ceiling of the kitchen, and the water dipped in the floor.

Contractor had sent staff to repair bungalow

Suffered by the problem, Xu Bo reported to the police station on May 21, and Lianli Building, a sub-contractor of the Housing Department, sent someone to repair Xu Bo in June, including installing iron pillars to strengthen the beams and ceilings, and Make up the criticism. The other party demanded that Xu Bo sign no investigation documents, which stated that the project did not cause structural problems to the cottage. Xu Bo confessed that he didn't know the documents, and only handed it over to his son. However, at the present site, piling was resumed. He was worried that the problem of the cottage would worsen.

In the bungalow opposite Xu Bo, the damage was even more serious. Smallpox can also see the subsidence with the naked eye, and it is now supported by multiple iron pillars. Mr. Xu, the resident of the bungalow, pointed out that he also had a fishery farm in the affected area. When he entered the fishery, he saw cracks in more than a hundred fish tanks, which were smoothed and repaired with glass glue.

The fish farm's water tank rupture loss reached 100,000 yuan

After counting, nearly 100 of the 180 fish tanks in the field were ruptured. Mr. Xu explained that the cracking of the aquarium occurred by piling in early June, because often the damage can only be repaired by buying glass glue and cannot be replaced in batches. He said, "When piling, the water in the tank will shake out, and the fish will be scared to" hit the tank. "It will die the next day and cannot be sold." In addition, Mr. Xu has been relying on a well outside the bungalow for water to raise fish for many years. Recently, the water well has dried up, and the suspicion is also related to the project. "I ca n’t raise fish without water. How do I do business? It is estimated that I lost at least 100,000 yuan recently."

Mr. Xu also showed the reporter a clip taken in June. It can be seen that the pillars in the bungalow were cracked, and the stone excrement can be taken out at will. He also quoted that he had pointed out earlier with the representative of the Housing Authority that the other party insisted that the building had no problems, and he was puzzled: "If they think there is no problem, why would they help us install pillars?" He disclosed Earlier, he lodged a complaint with the current District Council Member, the DAB Deng Gennian, but did not mention the following. Only then did the staff of Lianli Construction come to carry out maintenance work.

District Councillor Luo Tingde, who assisted them, said that many elderly villagers did not even understand the government's hotline for assistance in 1823. After receiving the help, he found that the bungalows about 100 meters away from the construction site had structural problems. The incident was serious and the Housing Authority was requested to deal with it as soon as possible. "We are worried that there will be a collapse of the building."

Luo Tingde said that on Tuesday (3rd) a meeting had been held with the Housing Authority, the contractor Baohua Construction and the villagers, but he revealed that the two sides had not reached any consensus on the incident, including whether to conduct an independent structural inspection of the residential buildings involved, Whether it will bear the cost of maintenance and whether it will suspend ground piling. It is reported that the project was originally undertaken by Lianli Construction, but the current progress has been taken over by Baohua Construction, and the ground piles are being treated to handle the canals.

Housing Authority: All data and design requirements for installing vibration monitoring points

"Hong Kong 01" inquired the Housing Authority about the incident. The other party acknowledged that it had received concerns from nearby residents about the installation of sluices for drainage works near Long Ma Road, and it had immediately followed up with the contractor to understand the situation. The Housing Authority emphasized that the contractor had inspected and considered the surrounding environment before carrying out the installation of the shutters, so as to determine and select a suitable and legally-constructed construction plan; in the project, a vibration monitoring point has also been installed at a suitable location. All monitoring data so far conform to contract and design requirements.

The Housing Commissioner also pointed out that the contractor has temporarily suspended the installation of the shutters. If the residents have other concerns, the Housing Authority will follow up with the contractor. Regarding Lianli Construction's arrangement of repair work for residents, the Housing Authority stated that Baohua Construction was one of the contractors of the Queen's Hill Public Housing Development Project and had no contractual relationship with Lianli Construction. In addition, the foundation works of the project have been completed in 2018, and the main works are currently being carried out.
