The agency stated that in recent years, the market price of waste paper has fluctuated significantly due to different factors. The downward trend in the price of waste paper has reduced the incentives for recycling waste paper and affected the amount of recycling. In addition, the Mainland, the main exporter of waste paper in Hong Kong, has implemented stricter controls on imported recycled materials in recent years, which has greatly increased the importance of source classification and quality management.

Therefore, the Department plans to launch a waste paper recycling service plan, hire contractors to provide local waste paper recycling, treatment and export services, and provide economic incentives to the waste paper recycling market. The Department stated that the contract will be awarded through public bidding. At the meeting, the Department emphasized to the industry that the plan was to award contracts in volume, and there was no upper limit on the number of contractors awarded. The contractor's responsibility is to collect and dispose of waste paper. It must purchase waste paper that meets the requirements of frontline recyclers or scavengers at a recommended recycling price of at least HK $ 1 per kilogram. It must also handle waste paper to meet the import requirements of the place of export.

Pay service fee based on the amount of waste paper exported and the place of export

In addition, the contractor must also export the waste paper to the Mainland or other regions. The EPA will pay a service fee based on the number of tons of waste paper exported each month and the place of export, and the revenue from the sale of the waste paper belongs to the contractor.

Liu Yaocheng, chairman of the Hong Kong General Chamber of Commerce for Environmental Recycling and Recycling Industry, also attended the briefing today. He pointed out that the department had no public timetable at the meeting, only referring to the current consultation period, and welcomed comments from the industry. He estimates that the Department will start tendering after the New Year next year and plan to implement it by June next year. In addition, the Department did not disclose the planned budget amount at the meeting due to the bidding issue.

Liu believes that the plan is of great help to the industry because it is still a loss. If there is a plan to provide stable income, it will also be good for the recycling industry in Hong Kong. He also quoted the department's meeting as saying that the service fee price will be adjusted monthly, and the recycler must estimate the amount of waste paper that can be recovered when entering the bid, and then award the bid according to the amount. However, if the contractor fails to meet the standard, he will be fined.
