(CNN) - An intense cold front that brings rain, snow and freezing temperatures could cause mobility problems for a large strip of the southern and eastern United States on Wednesday.

The rain and cold air that hit much of the east on Tuesday are turning into snow in parts of the south and northeast, meteorologists said. Winter weather alerts are in effect for more than 20 million, including New York City, where a few inches of snow are forecast on Wednesday.

Residents probably won't have to dig up their cars on Wednesday morning, but sleet and snow could create slippery roads and lead to dangerous driving conditions.

"Slow down and use caution while traveling," the New York National Weather Service office warned.

In the upper midwest

In the upper part of the Midwest there will be temperatures below zero on Wednesday morning. The thermal sensation could fall to -30 degrees below Celsius in parts of North Dakota, northern Minnesota and northern Wisconsin and Michigan, the National Weather Service said.

A thermal sensation warning was issued for parts of the region, including Fargo, North Dakota, where forecasters expect a thermal sensation of up to 40 degrees below zero. The notice will last until noon on Wednesday.

"Dangerously cold icy winds could cause frost on exposed skin in just 10 minutes," the weather service said.

The thermal sensation can cause freezing, hypothermia and even death. Freezing is caused by freezing of the skin and underlying tissues. According to the Mayo Clinic, it is more common in the fingers and toes, nose, ears, cheeks and chin.

West Coast

Meanwhile, the Pacific Northwest could receive rain and some snow in the mountains.

A Pacific storm system will advance through the region until Friday, bringing rain accumulation from Seattle to Eureka, California, said CNN meteorologist Michael Guy. Eureka could receive several centimeters of rain accumulation.

The Cascade Range from Washington state to northern Oregon will see a heavy snowfall of up to 1.2 meters at the highest elevations, Guy said.
