(CNN) - US President Donald Trump will sign a presidential decree on Wednesday to interpret Judaism as a nationality and not just as a religion, a measure that his government believes will combat what they perceive as anti-Semitism on university campuses said a White House official.

The impending decree was first reported by The New York Times.

This is a decree that would allow Trump to take additional measures to combat anti-Israel sentiments and dispossession movements on university campuses by demanding that colleges and universities treat those movements as discriminatory to maintain their funds.

The measure would activate a part of the Federal Civil Rights Act of 1964 that requires that educational institutions that receive federal funds do not discriminate based on national origin, according to senior government officials. The Department of Education may withhold federal funds from any university or educational program that discriminates on the basis of race, color or national origin, in accordance with the Civil Rights Act.

Religion is not covered in that part of the law, so the administration would have to interpret Judaism as a nationality to potentially punish universities for violations of the norm.

Jared Kushner, son-in-law of the president and senior advisor to the White House, pressed for the measure, according to The New York Times.

The definition of anti-Semitism will be adopted by the State Department, whose definition was originally formulated by the International Alliance for the Holocaust Remembrance, senior administration officials said.

The presidential decree comes a few days after several Jewish groups criticized Trump for a speech he delivered on Saturday to an Israeli-American organization. The groups accused him of using anti-Semitic stereotypes.

Speaking at the National Summit of the Israeli American Council in Florida, Trump suggested that many of those attending the event are rich and dedicated to real estate, and that their wealth would guide their votes in the 2020 presidential elections.

“Many of you are in the real estate business, because I know you very well. You are brutal thugs, you are not good people at all. But they have to vote for me, they have no choice, ”he said. The president also scolded some American Jews for not loving Israel "enough."

Trump received similar criticism during his 2016 presidential campaign when he told a group of Jewish Republicans: "They won't support me because I don't want their money."

And while the United States had traditionally called for a two-state solution to the Israeli-Palestinian conflict, Trump offered public flexibility in this regard and supported Israel's Prime Minister, Benjamin Netanyahu.

Last month, the Trump administration announced a major reversal of US policy on Israeli settlements in the West Bank, rejecting a legal opinion from the 1978 State Department that considered the settlements to be "incompatible with international law." .

The announcement, which breaks international law and consensus, is the latest in a series of pro-Israeli hard-line movements that are likely to inflame tensions between the Trump administration and the Palestinians.

The revocation of the policy was acclaimed by Netanyahu, who faces a possible criminal accusation in three corruption investigations, in addition to being involved in a fight to remain Israel's leader, after an inconclusive election.
