What is the legislative process, and can elections still be prevented? Scattering of the Knesset, the complete guide

Edit: Joy Fellow

If there are no dramatic developments, the 22nd Knesset is expected to disperse on Wednesday shortly before midnight, just two months after being sworn in by a festive ceremony. Israel is expected to run in a third election in just a year, after none of the candidates - Prime Minister Benjamin Netanyahu and Blue and White Chairman Benny Gantz - failed to form the government in a period of three months.

Will the 22nd Knesset automatically disperse or will the MKs dissolve it?

The Knesset will vote on two bills today. The first, a proposal for the dissolution of the Knesset, which includes the upcoming election date: March 2, 2020, W. Adar 5772. The second, a proposal containing changes regarding the timetable for registering new parties, the work of the Central Electoral Commission and party financing. The original and due to the close of the third election elections last September.

The dissipation was supposed to be automatic without the MKs advancing bills, but due to the desire to advance the elections, this must be done through a bill while actually voting. The bills require the approval of a majority of 61 Knesset members.

What is the legislative process and how long will it take?

The legislative process will begin with the convening of the Regulatory Committee, today at 9:30 am. Its committee of powers regarding the Knesset hearings is expected to first exempt from the requirement to discount both bills. This is an expedited procedure that allows the proposals to be promoted in the plenum despite being placed on the Knesset table a day earlier.

The Knesset plenary hearings will be opened at 11:00, and the legislative process will begin. Both proposals will be accepted for pre-reading, first reading and second reading and third reading. Immediately after each reading is approved, the proposals will be returned to the Regulatory Committee for discussion in preparation for further reading. Knesset officials argue that the actual approval of the Knesset dispersion will be close to midnight tonight.

Can elections still be prevented?

Although the chances are slim, as long as the Knesset's dissolution bill is not approved, the chances of assembling the government have not been zeroed. The original Knesset dissipation date is midnight today, and if up to this hour, President Reuben (Ruby) Rivlin will submit a request that 61 Knesset members sign the government assembly on one of 120 Knesset members, the candidate will receive another two weeks to try to form the government.

How long will the election campaign take?

The upcoming election campaign, as you set out today, will only last 82 days, instead of 90 days. Election Day is on Monday and not Tuesday, because the original election date, under the law, was due March 10, so mark Purim. The factions in the Knesset sought to discuss an alternate date, and agreement on a new date was accepted by most factions.

Does the dissolution of the Knesset prevent Netanyahu from seeking immunity from prosecution?

No. Despite the dissolution of the Knesset, Netanyahu must decide whether he wants immunity from the Knesset from prosecution until January 2. If Netanyahu asks for immunity, the Knesset will discuss it only after the new government is established, then the Knesset committees will also be set up, among which its Knesset committee has the authority to discuss it. This means that Netanyahu's request for immunity will freeze the charges against him for about five months.
