According to the document, in addition to the Motion of Thanks for the 2019 Policy Address, the affected matters also include some recent controversial events, such as the Commission of Inquiry involving members of the Legislative Council to condemn the motion, and the motion to initiate investigations on recent demonstrations; the Legislative Council Administration Committee Elections of members are also affected.
In addition, the Government has also failed to process an additional appropriation of approximately 36.75 billion yuan in the last financial year, of which approximately 374 million was an additional appropriation involving the remuneration of the Police Force.

The document states that since the election of the chairmen and vice-chairmen is the first procedure of the Inner Committee during the 2019-2020 session, many matters decided by the Inner Committee are affected. Among them, 9 are bills to be considered by the House Committee, 4 are reports submitted by the Bills Committee after completing its deliberations, 12 are subsidiary legislations whose review period has not expired and are still under consideration by the House Committee, and 4 are exempt from legislation Subsidiary legislation to be amended.
Among them, after the First Reading of the "Additional Appropriations (2018-2019) Bill" on October 30, it will need to be considered by the House Committee. According to the Public Finance Regulations, if the actual expenditures of the government in the settlement of the financial status of the previous year exceeded the amount allocated to the head, additional funding must be sought from the Legislative Council.
After reviewing the information, the appropriation involved 36.75 billion yuan. Of this amount, about 6.9 billion was the extra cash flow that the Home Affairs Bureau was responsible for undertaking the projects “Funding Arts and Sports Development Fund (Sports Part)” and “Funding Elite Athlete Development Fund”, which accounted for the largest proportion. In addition, many government departments are required to seek additional funding based on the additional expenditures caused by the adjustment of civil service pay for 2018-2019, of which 374 million came from the Police Force.

Members condemned the motion, investigation committee procedures affected
The procedures of the Inner Committee will also affect the recent motions of condemnation. As a condemnation motion against members, if an investigation committee is established, members must be elected by the inner committee. These investigation items have been affected, including Yin Zhaojian, Tan Wenhao, and Au Nuoxuan. Other matters affected include the Motion of Thanks in the Policy Address, the election of members of the Executive Committee during the 2019-2020 session, and the appointment of new members and managers of the University of Hong Kong and CUHK.
