Membership consultant receives 680,000 yuan to conspire multiple club members to help one person join the club

The Independent Commission Against Corruption previously sued an operator of a membership consulting company, conspiring multiple horse members to receive a portion of a sum of 680,000 bribes to assist a person in applying for a membership in horse racing. The defendant was convicted today (13th) in the District Court of conspiracy to make his agent accept the interest. The case will be deferred until 31st of this month and the defendant will be temporarily remanded in the custody of the Correctional Services Department.

Defendant Wei Junfeng (53) was convicted of one count of conspiracy to obtain an agent's acceptance of benefits, in violation of section 9 (1) (a) of the Prevention of Bribery Ordinance and section 159A of the Crimes Ordinance.

The case revealed that the defendant was the operator of Aoqun Membership Co., Ltd. at the time of the case. The company is a consulting firm that assists clients in applying for membership of local clubs, including Jockey Club membership.

An applicant for Jockey Club membership or full membership must obtain an application form from the selected member who intends to nominate him. The application must be nominated and seconded by each of the selected members, and supported by three other full-fee or horse racing members. At the same time, the Jockey Club strictly prohibits its members from soliciting or accepting any interest in matters related to nomination, secondment and support for membership applications.

The court heard that during the period from May 27 to July 14, 2016, the defendant conspired with a man called "Mr. Mo" and some members of the Jockey Club with unknown status. "Brother" person accepted a partial unknown amount of 680,000 yuan, and provided "Ming Brother" to the Jockey Club Jockey Club Membership Application Form, and nominated, seconded and supported "Ming Brother" to apply for the Jockey Club Membership membership Preferential treatment.

The ICAC launched an investigation after receiving corruption complaints referred by the Jockey Club. The Jockey Club provides full assistance during the ICAC's investigation of the case.
