Israel This Week - Political Supplement

Two ISIS men arrested after examining possibility of mass attack on Independence Day in Jerusalem • Two are the latest in a long list of more than 200 casualties left by Jabal Mukaber • In the village claim: "Despair rules here, authorities treat us as enemies"

  • The arrest of two residents of Jabel Mukaber last week

Ahmad Jabis and Basel Abidat marked their 72nd Independence Day for the State of Israel in five months as a possible target date for a major mass attack. They were arrested last month. The indictment filed a few days ago reveals that we have looked at a plan to "kill as many Jews as possible," in the Sultan's Pool or Safra Square; Two of the festivities in Jerusalem to which tens of thousands of celebrants come every day are independent.

The story of Jabis and Abidat is not surprising: the two are residents of Jabal Mukaber, a neighborhood that has been the culmination of the attacks and the perpetration of terror attacks in East Jerusalem since the second intifada. Still, it has a dimension of surprise, as the two explored the "possibility" of carrying out their mass attack on behalf of ISIS, and even established contact with the Islamic State organization.

Abidat tried to cross the border into Sinai to join ISIS forces fighting there. Jabis has spoken several times in recent years with his uncle, Muhammad Ziyad, who fought ISIS ranks in Iraq, and ISA investigators who confiscated his personal computer discovered dedicated folders on various military subjects such as "bomb making," "the military knife - the weapon of the Salafi warrior," Or: "The murder of kidnapping."

Fadi al-Canber, also from Jabal Mukaber, was also influenced by ISIS's Salafic-jihadist ideology, but with him the ISA was less successful. In January 2017, Al-Canber killed four IDF soldiers on a promenade in the commissioner's palace. Shot to death. His sister said after his death that he had died "the most beautiful martyr." Al-Kanbar was apparently affected by two much more deadly run-ins, which were also carried out by ISIS personnel using trucks, in which nearly 100 people were murdered. The first occurred in Nice, France, and the second just weeks earlier, in Berlin.

Al-Kanbar, Jabis and Abidat, ISIS operatives, are only a small part of the sequence of casualties and attacks created by the village of Jebel Mukaber, a sequence that is consistently reminiscent of only the sequence from the creator of the Kawasma clan, and perhaps the sequence of attacks and casualties that have come out of Kubar in recent years. In the Ramallah governorate.

everything stays in the family

The question is what makes Jabel Mukaber the Jerusalem equivalent of the peak of the terrorist attacks in the Yishuv area, but the data must be preceded, or at least some of them: Since the second intifada, more than 200 terrorist attacks, terrorist attacks or attacks have been involved. Or as resident assistants from Jabel Mukaber.

In the village's main street, which only two decades ago fought in the High Court so that the route of the separation fence would leave it in Israel, four of the village youths fired on policemen in 2001, and a year later, in 2002, two of the neighborhood's residents, the Ramadan brothers and twice Shahara, To Hamas activist Muhammad al-Ral, to execute the suicide bombing on the 32A bus on the Fat Junction, where 19 people were killed and 74 injured.

The harsh attack at the Rav's Center meeting in 2008, too, is made by Jabel Mukaber: Ala Abu Dahim, a villager, killed eight Yeshiva students there and injured nine others. In the same year, the village also removed a first Dorse terrorist from it: Kassem Mugrabi. Mograbi raced his vehicle into a group of soldiers in the IDF Square in Jerusalem, injuring 17 of them. He was then shot by an IDF officer and Iberach from the yeshiva, and was killed.

Ahmed Jabis is also not the first of his family involved in terror. Another family member in the village, Muhammad Naif Jabis, was killed in 2014 by the tractor with Avraham Walles, Toldot Aharon, a devotee, at one of Jerusalem's construction sites. Naif, who was shot to death, was also a relative of Ala Abu Dahim, the killer from the center of the rabbi.

The Abu Jamal clan of Jabal Mukaber also has a history of terror: the shooting and stabbing attack carried out in the Mount Nof synagogue where five worshipers and a policeman were murdered (November 2014), carried out by two cousins: Rasan and Ui Abu Jamel of Jabal Mukaber. The two were relatives of Jamal Abu Jamal, who was sentenced to 22 years in prison, after trying to stab a police officer. The cousin of the terrorists, Alaa Abu Jamal, took pride in the murder in the Mount Nof synagogue in the action his cousins performed. He stressed then (Ynet, October 13, 2015) that "it is an ordinary thing to expect from anyone who has the courage and sense of belonging to his people and to Islam." A year later, he became a killer himself when he killed Isaiah Krishevsky in a redemption neighborhood and was liquidated. It was only after his death that it became clear that he was, in fact, inspired by the Islamic State organization.

A year ago, another member of the Abu Jamel family of Jebel Mukaber, Abd al-Rahman, joined the terrorist circle as he entered the police station in the Armon Commissioner's neighborhood and stabbed four police officers there.

It is impossible not to mention two other harsh terrorist attacks by Jabel Mukaber that were thwarted: In the first (in 2015), Ahmed Sror, Ans Awisat, and Basel Abidat (of the clan against which one of her sons has now been indicted) arrived when they were disguised as ultra-Orthodox in the Jerusalem neighborhood of Beth Vagan , Enter with invitees through the main entrance and there to open fire indiscriminately and kill as many celebrants as possible.

The second attack, in 2014, is related to a particularly appalling terrorist attack that Aziz Awisat of Jebel Mukaber planned and even tried to execute. 'Uisat cut the gas pipes of nine residential buildings, five of them in the neighborhood of Armon Commissioner (adjacent to Jabel Mukaber) and Gilo neighborhood, to cause a gas explosion and the collapse of the buildings on their occupants. In one case, he left a candle lit within meters of the gas cabinets, trying to ensure his plot succeeded.

ISIS's permanent core

Eric Barbing ("Harris"), who was responsible for the GSS and Jerusalem space in the GSS, portrays Jabel Mukaber as a village with a tribal, Bedouin, ethnic and jealous tradition that has been largely preserved to this day.

"This is a company with a strong religious stiffness, where many are careful to visit the mosques and engage in religious studies," says Barbing. "It is also a company that does not show openness to connections and connections with the other residents of Jerusalem ... In Jerusalem we have almost no ISIS, but the few that come mainly from Mag "Bell Mukaber. There are a few people who join the world of the Islamic Islamic Caliphate and the World Jihad, and the belief in the need to change the world and liberate it from the Crusaders and the Jews through extremist actions that are nourished by religion."

Barbing points out that although Jabal Mukaber can also find (as in other areas of East Jerusalem) seemingly Israeli integration and integration, "Contrary to what we have previously explained, this Israeliization does not cause moderation. They greatly benefit the Western world but also greatly loathe it. They take advantage of this, but we are more hated because it conflicts with the traditions that Jabel Muhabar is dominant and rigid. When I was in charge of the Shin Bet on Jerusalem we identified the type of Jerusalem flower - one that goes With expensive jeans and a T-shirt he bought in the mall, haircuts like the Israelis, adopts all the Israeli papers A, but the face remains etched religious. "

Ben Avrahami, an East Jerusalem affairs expert and research fellow at the Jerusalem Institute for Policy Studies, also notes the tribal clan character preserved in Jabel Muhaber. Avrahami finds similarities in Bedouin villages such as Hura in the Negev, where the ISIS people were also exposed, and he has another interesting insight: "Many times they claim that the socio-economic situation pushes them to despair and radicalization. The socioeconomic situation there is not bad at all, despite the external misery.Jemis and Abidat are both large and ever-based families in the village and precisely from them and other established families have come out of terrorism. This is not a slum, but it is a kind of bubble that is difficult for those who announce religious moderation or progress To go inside it. Israel's arms are hardly visible there either. "

Torch of incitement

One of the areas that Abrahami recently researched is the social networking field in East Jerusalem. So, too, came Mukhaber-Net, "one of the biggest and most influential pillars," he says, in the east of the city. The page editors do present themselves as a local news agency, "but in reality it is a powerful and propaganda tool in East Jerusalem, and the spirit that blows away is not of peace and reconciliation," according to Avrahami. "There is a great deal of martyrdom and observance of the anniversaries of the terrorist attacks perpetrated by the villagers. Whenever a prisoner is released, a whole festival is held there. A space is created that is also informational, but also a place with much incitement and hate discourse."

These things go well with similar things from veteran Jerusalem scholar Israel (Lulik) Kimchi, who two years ago (along with Ahmed Asmer) published a study of the Jabal Mukaber neighborhood under the Jerusalem Institute for Policy Studies. Kimchi especially remembers talking to a group of teachers who described the students and sometimes their parents as "Bedouin escaped from the desert," and complained about many violent incidents in the schools there. Indeed, at least once, after the death of the terrorist Baha Alian who committed a stabbing attack and a bus shooting in the Commissioner’s Palace, Jabal Mukhaber High School’s Facebook page posted praise poems to shaheeds, and sympathy and sympathy with Alian.

"Despair dominates here"

In Jabel Mukaber, who suffers from a sharp lack of proper infrastructure, it is difficult to talk to residents on the issue of the centrality of the village as an exporter of terrorist attacks and injuries. The social fabric of living with the Jewish neighbors in the Armon Commissioner neighborhood has weakened over the years, but many of the villagers are employed by Jews in the western part of the city and hold a resident's certificate, which gives them the right of choice for the municipality and accessibility everywhere in the city and in Israel.

Mahmoud 'Awisat, a well-known figure in the village who was active in the local parents' committee, denies terrorism and violence, but does not negate the causal link, which he estimates is the many dimensions of neglect in the village, and the high number of perpetrators.

"Despair rules here," says Awisat, "the authorities treat us as enemies. Only in the last few days have we tried to renew the electricity supply here on one of the streets in Alta for five days. There is no one to talk to. We pay property taxes, but do not receive services like in the Jewish neighborhoods. There are not enough classrooms, no playgrounds, no sports grounds. No building permits. No joy of life. In such a reality it is very easy to brainwash a youth who does not find a normal future, so he is looking for a future in dangerous places. I personally - I was discouraged. "
