The establishment of a committee to discuss Netanyahu's immunity will require the approval of the Knesset Speaker
After the Knesset Speaker determined that the committee could be set up to discuss the request for immunity, the Likud tried to approve a clause that would require the support of the Likud representative for the agreement committee for its establishment. Finally, it was decided that the Knesset committee or discussions there be held with the approval of the Speaker's Knesset recommendation.

The discussion of immunity to Netanyahu - the main headlines
- An MK request for immunity must pass through the Knesset Committee, which is not currently operating due to the political crisis
- The Speaker of the Knesset recently ruled that the committee could be formed during a transitional government, but without it, the indictment would not be submitted to the court
- In blue and white claim: Likud tried to hang any establishment attempt by the committee with the approval of Likud representative
- MK Nissenkorn, chairman of the regular committee, adjourned protest to secure majority against initiative
The Regulatory Committee (Sunday) stated that "the Regulatory Committee and the Knesset Committee may hold meetings on matters under its authority with the approval of the Speaker of the Knesset after receiving a Knesset opinion from the Knesset without the approval of the Consent Committee." A backlash will be held with the approval of Knesset Speaker Edelstein after receiving the Knesset's opinion to the Knesset.
Blue and white say that the Likud tried to block the possibility of forming a Knesset committee before the elections, in order to discuss the immunity of Prime Minister Benjamin Netanyahu, as much as there is a majority in the Knesset. The motion presented today stated that "the Regulatory Committee may hold meetings on matters under its authority with the approval of the Speaker of the Knesset without the approval of the Consent Committee," and the Chairman of the Regulatory Committee, Avi Nissenkorn, tried to change the wording so that the Speaker's approval was not necessary. And if a majority is set up to establish the Knesset committee to discuss Netanyahu's immunity, the regular committee will be able to do so without the consent of Knesset Speaker Yuli Edelstein, who is the Likud representative. Likud representatives, led by MK Speaker Mickey Zohar opposed it.
Recently, Knesset Attorney Ilan Yinon stated that a majority of Knesset members will be able to form a Knesset committee to discuss Netanyahu's immunity - but Israeli House Speaker MK Avigdor Lieberman announced that he would oppose it. In blue and white, they said that we planned to persuade our home country to support it in order to achieve a majority.

The first step in requesting immunity from prosecution is a hearing on a petition filed by a Knesset member of the Knesset Committee. Only after the hearing can an indictment be brought to court. Now, in light of the failure to form a government, there is no permanent Knesset committee, and in its place is a temporary committee: the regular committee. Adv. Yanon previously stated that the regulating committee could not discuss immunity requests. It should be noted that at this stage there is no majority to establish the committee in light of Lieberman's opposition.
"We are not discussing the establishment of the Knesset committee today, but I do not want there to be a situation where the cat keeps the cream," MK Nissnokeran said at the opening of the debate. "I do not understand the Likud's urgency and pressure if the prime minister does not want to ask for immunity. Who is allowed to decide whether the Knesset Committee will be established by the Knesset Committee, what I come to say is that if the Knesset Committee decides for the most part that it sets up a Knesset, then it will also set up and discuss Netanyahu's immunity if he submits, as requested. "MK Zohar replied:" You wrong".
"If Netanyahu asks for immunity, he can't send his party to prevent it from discussing it," Nissenkorn continued. "It doesn't work that way. There will be no situation for Mickey Zohar or Yuli Edelstein to prevent this discussion." To which Zohar replied: "That's what it will be."
The committee continued to hold a heated debate, following which Nissenkorn removed the brilliance from the discussion. In protest, all Likud members went out with him. Shas representatives and Torah Judaism also joined in the protest and also left the discussion. However, about ten minutes later, the MKs in the right bloc returned to the discussion. Knesset Spokesperson, Adv. Ilan Yanun, backed the Likud Knesset's position, stating that "the Knesset Speaker is very important in deciding whether or not to hold a Knesset committee meeting during the deadline."

Yinon published his opinion on the matter a few weeks ago, in light of inquiries expressing concern that "the precedent and complex political situation we are facing - failure to set up the Knesset committee and the possibility of a third election within a year - could delay the immunity hearings for many months, which will also delay considerable legal proceedings. "Some of the applicants have also made various proposals that they believe have been put in place to address the situation in question."
In the opinion, the Speaker of the Knesset made it clear that the Regulatory Committee is not authorized to discuss granting immunity in place of the Knesset, and that it is necessary to establish this committee for this purpose. He also expressed his view that it is not possible to skip the Knesset's deliberation phase and submit a request for direct immunity for a plenary hearing. It is therefore a quasi-judicial process that cannot be skipped in the essential stages of the law, "Yinon said, and even when a request for immunity is submitted, it does not require the Knesset to establish a Knesset committee to discuss it before the other permanent committees are established.
"In any event, it is undisputed that upon the establishment of the Knesset Committee, it will be mandatory to discuss without delay requests for immunity to be submitted to or placed on its desk, in light of the Immunity Law's provision, as stated, the Committee shall discuss such requests as soon as possible," Yanon added, concluding that If the Knesset committee is established, the indictment will not be available to the court.
