The People’s Assembly approved today at its 34th session of the eleventh regular session of the second legislative role headed by Hammouda Sabbagh, three draft laws that include the ratification of contracts for oil exploration with two Russian companies and the new draft law on the Artists Syndicate, which has become laws.
And the draft laws related to oil exploration include the ratification of contracts signed on 2-9-2019 between the Ministry of Oil and Mineral Resources and the Russian Mercury Limited Company for oil exploration, development and production in Block 7 and Block 19 and with Vilada Limited Liability for Oil Exploration, Development and Production In Block 23
On the first project signed with the Russian company Mercury in Block 7, the Minister of Oil and Mineral Resources Ali Ghanem explained that it is an oil field located in the Syrian island that extends over an area of 9531 km, pointing out that what applies to it in terms of technical conditions applies to Block 19 and that 3 thousand have been observed From production to environmental works in the region within the contract.
With regard to the third project signed with Felada Company in Block 23, between Minister Ghanem, it is a gas field located in the north of Damascus that spans an area of 2159 square kilometers.
Minister Ghanem stated that exploration contracts aim to increase production operations and introduce new areas into service and come within the governmental direction of friendly countries that stood alongside Syria, led by Russia and Iran, and they achieve the best commercial conditions compared to contracts concluded during the past years in terms of technical and legal aspects, stressing keenness to conclude any A contract provided that the company is technically qualified and financially appropriate.
Minister Ghanem pointed to the need for Syria to help and conclude participatory contracts in oil investment and production projects with significant costs, as the cost of one wild well needs to be explored first to 12 million dollars and one marine well to one hundred million dollars, indicating that it is a condition of the contracts that the percentage of Syrian employment be ninety percent And allocating $ 50,000 each year to train national workers, give preference to using locally manufactured materials, and give Syrian contractors priority in business.
Minister Ghanem pointed out that the ministry is continuing to conclude marine contracts for oil investment, but economic sanctions on Syria have prevented marine contracts, as marine surveying companies are international companies and waving sanctions against them from working in Syria, indicating that during the coming period there will be contracts with a Russian company from During Block 1, with procedures and work in progress, steps are being taken towards the maritime survey and entering the exploratory phase within the first and second contracts.
The Council also approved the new draft law on the Artists Syndicate, which includes eighty articles to replace Law No. 13 of 1990, and this came after the members of the Council resumed a number of its articles after amending them.
The session, attended by Minister of Culture Muhammad al-Ahmad and the state for People's Assembly Affairs Abdullah Abdullah, was adjourned until twelve hours tomorrow, Tuesday.
