The demonstrations caused by the amendment of the Fugitive Offenders Regulations have been over half a year ago. Police earlier stated that by December 5, nearly 16,000 tear gas bombs and more than 10,000 rubber bombs had been used. The Citizen Party Guo Rongzheng questioned the Security Bureau in the Legislative Council on the incident and requested the public to disclose the purchase of tear gas bullets, hand-pushed tear gas and other firearms and ammunition made in the past 12 months by the police; whether the police have provided the use of firearms made in the Ammunition provides training.

The Security Bureau replied in writing that the Police Force has been conducting market surveys and actual tests on different types of equipment and ammunition around the world in accordance with established policies and the “Material Supply and Purchasing Regulations” as required by operations to ensure that the purchased equipment and ammunition meet Safety standards, emphasizing that tear gas purchased by the police have passed safety tests to ensure that the stability and safety of the ammunition meets specifications. However, to avoid affecting the police's ability to operate, it is not appropriate to disclose the details of the procurement. The police will continue to use the tear gas safely in accordance with the factory and internal guidelines.

No literature studies suggest tear gas can cause dioxin poisoning

With regard to the use of tear gas, the Security Bureau stated that every new and current police officer must receive strict training in the use of force; every police officer who operates tear gas needs to be trained to perform his duties professionally.

Guo Rongji also asked whether the government will conduct empirical research on the risk of dioxin poisoning and other health problems caused by tear gas. The Security Bureau cited the Department of Health as a response to the earlier release of health information on tear gas on the Internet; it also stated that there was no literature or research showing that the use of tear gas could cause dioxin poisoning in the Hong Kong Poison Advisory Centre under the Department of Health and the Hospital Authority. .

The Security Bureau also said that because the composition of tear gas contains o-chlorobenzylidenemalononitrile (CS). Because CS is not a substance that is often found in air or water, the EPA does not use it as a parameter to calculate the air quality health index or monitor water quality. However, because tear gas is released into the air as particles, the impact of tear gas on air quality in nearby areas will be reflected in suspended particulate data recorded by air monitoring stations.

Based on relevant analysis, the EPA did not find any abnormalities in the levels of suspended particles recorded at the monitoring stations near the area where the tear gas had been applied, indicating that the tear gas did not significantly increase the particle concentration in the areas.
