Fines for violation: Federal Council approves measles vaccination in daycare centers and schools

From March 1, 2020, parents must demonstrate that their children have been vaccinated against measles before they start daycare and school. The Federal Council has now also spoken in favor of this - an overview of further decisions.



For greater protection against highly infectious measles, children must be vaccinated in daycare centers and schools. The Federal Council passed a law passed by the Bundestag, which is due to enter into force on March 1, 2020.

Parents must then demonstrate that their children have been vaccinated before admission. For children who are already attending daycare or school, proof must be provided by July 31, 2021. Violators face a fine of up to 2500 euros, and the obligation to vaccinate should also apply to teachers and educators as well as to staff in medical facilities such as clinics.

The countries approved the climate compromise negotiated in the Conciliation Committee. This means that VAT on long-distance train tickets can be reduced from January. At the same time, the federal states receive more money from the federal government to compensate for tax losses (read more about this here). A tax bonus for energy-efficient building renovation can now also come into force at the beginning of 2020. The agreement reached also provides for a higher price for the emission of climate-damaging carbon dioxide (CO2) in traffic and in buildings from 2021. The corresponding law is to be changed in the coming year.

In future, the authorities will always have to ask the Constitution Protection Service before granting weapons permits. This should make it more difficult for extremists to access weapons. The weapon register will also be expanded to make it easier to trace all firearms. The size of magazines on certain firearms is limited to make them more difficult to use for terrorist attacks.

In the future, authorities will also be able to set up gun prohibition zones more easily, for example at train stations or in shopping centers. Even knives with fixed or lockable blades of more than four centimeters can no longer be carried there. Hunters and marksmen should prove after five and again after ten years that their "need" for possession of weapons persists. It should be sufficient for the shooter to be a member of a shooting sports club. Most of the changes are expected to come into force in mid-2020.

In future, patients who need the same medication again and again will have to get a prescription from their doctor less frequently. They are to be given recipes for repetitions, with which they can go to the pharmacy up to three times to collect medicines.

The state chamber approved a law that requires company pensioners to pay less money to the health insurance company. It is due to enter into force on January 1st. This means that contributions to statutory health insurance only apply to the part of the company pension that exceeds EUR 159.25 a month. According to calculations by the federal government, the company pensioners save around 1.2 billion euros a year. Around 60 percent of those affected would have to pay a maximum of half of the previous health insurance contribution calculated from the company pension.

In the future, you can also drive small motorcycles with your car driver's license - but after extensive training. A separate driver's license test is no longer necessary for machines with a cubic capacity of up to 125 cubic centimeters and 15 horsepower, according to the new ordinance waved through by the Federal Council. However, drivers must be at least 25 years old and have had a Class B driver's license for five years. Then, after nine teaching units, they will be authorized to drive class A1 light motorcycles in Germany.

The Land Chamber raised no concerns about the return to compulsory master craftsmanship in many professions. The changes are expected to take effect in early 2020. Master craftsmanship is then reintroduced for twelve trades. Existing companies, which are currently not subject to the master craftsman's license, may continue to practice their trade independently and receive an inventory protection. Fifteen years ago, there was no longer a compulsory master's degree in more than 50 professions.

The Federal Council is committed to ensuring that unjustly detained persons receive higher compensation. They should receive 75 instead of 25 euros per day of imprisonment - the states want to introduce a corresponding bill into the Bundestag. For example, people in remand custody who have been suspended or who are acquitted are entitled to compensation.

There is currently no decision about a possible ban on New Year's fireworks. The Federal Council quickly removed a corresponding request from the agenda. Berlin wanted to enable authorities to also ban rockets in densely populated areas and at certain times, such as New Year's and New Year's. So far, this only applies to pyrotechnics with a bang effect.
