The decision, drafted by Belgium, Kuwait and Germany, would have allowed the shipments to last for another 12 months, from two points in Turkey and one in Iraq. However, Russia, Syria's ally, wanted to get approval for assistance from only two Turkish border crossings for six months, and made a new proposal on its own initiative.

Except for Moscow and Beijing, the remaining 13 Security Council members voted in favor of the decision. But in order to pass a resolution on one of the main bodies called the United Nations Charter, it needs a minimum of nine votes in favor, with veto from Russia, China, the United States, the United Kingdom and Bird Watching repealing it.

"The United States will remain committed to helping the unrepresented, hungry, displaced, and orphans receive the humanitarian assistance they need to survive, no matter where they live," Foreign Minister Pomapo added.
