Last updated: 2019-12-23 14:30Zhou Ting and Liu Yikang of Hong Kong were dissatisfied with being disqualified by the Returning Officer and failed to participate in last year's Legislative Council by-election. The two filed election petitions and won, respectively, and the districts who won the by-elections and Nuo Xuan and Fan Guowei were ruled improperly elected. Guo Zhuojian, the "Changzhou Review King", said that the two Returning Officers involved in the case did not give Zhou and Liu an opportunity to explain and canceled each other's qualifications. He applied for judicial review to the High Court today (23), asking the court to order the two ROs to misbehave public officials.
The applicant was Guo Zhuojian, and the respondents were then-election officers Deng Ruxin and Chen Wanwen.
Guo stated in his application that Deng and Chen did not give Zhou Ting and Liu Xingkuang their own political positions, and disqualifying them from running, in violation of the Basic Law and the Human Rights Law. Guo demanded a court order that Deng and Chen's public officials misbehave, and they deprived Zhou Ting and Liu Yikang of their ability to run in the Legislative Council.
