The Political-Security Cabinet will discuss (offset) tomorrow the offsetting of the Palestinian Authority's budget from a budget for terrorist purposes.

During the hearing, Defense Minister Naftali Bennett will approve a $ 149 million offset by the Cabinet, which is the tax money the Palestinian Authority passed to the families of terrorists and wounded terrorist attacks against Israeli civilians in 2018. The report of the National Counter Terrorism Center (Report) In the Ministry of Defense in coordination with the GSS, the IDF, the Israeli police and the IPS.

The new amount will be added to the previous amount, and will amount to an annual amount of approximately NIS 650 million in 2018. Following the approval of Cabinet Ministers, the amount of tax money Israel will transfer to the PA will be deducted and frozen.

The move is being added to a series of actions led by Minister Bennett in the economic sphere against terrorism, after he signed initial orders of its kind in recent weeks to pursue terrorists around the world and last week signed an order deciding funds from Israeli Arab terrorists.

According to the PA Freeze Fund for Terrorism Law, approved in July 2018, at the end of each year, the Minister of Defense will approve a political-security cabinet report detailing the total funds paid by the Palestinian Authority to terrorists and their families in the past year.

The following year, an amount of 1/12 of the total amount stipulated in the report will be frozen each month from the tax money that Israel transfers to the Palestinian Authority.

So far, Israel has only offset the salaries transferred to Palestinian prisoners, released prisoners and their families, which totaled NIS 500 million in 2018.

As published in "Israel Today" last July, half of the terrorists' salary cut offset is not implemented. The law, which was approved a year ago in the Knesset, and its implementation started late - in mid-2019 - consists of two parts. The part implemented requires a deduction of tax money against the salaries paid by Palestinians to living terrorists. The second installment that is not implemented is the offset of the tax money for the terror allowances granted by the Palestinian Authority to terrorists killed or killed.

So far, only the first part, amounting to NIS 700 million a year, has been carried out. In accordance with the Cabinet decision, the Minister of Finance, Kahlon, has offset the Palestinian tax money and those in response returned the entire amount.

Meanwhile, Bennett signed a foreclosure order for families of Israeli terrorists this week. The order addresses the monthly salaries that these terrorists receive from the PA for the terrorist offenses they have committed, and also applies to the beneficiaries (for example: family members) who receive the funds for the terrorists and state their details.

This is the first time that the State of Israel has been working directly against terrorists who receive monthly salaries from the PA that funds terrorism and provides an economic incentive to carry out terrorist attacks, and further orders will be signed.
