The appeal, which was filed through the attorneys Boaz Ben Tzur, Carmel Ben Tzur and Guy Roe, is based on their messages to the police of Stief and the same party. The appeal states that, in her testimony to the police, Stief admits, among other things, that she was in contact with a close associate of Neveh, who held the phones and coaxed her to give them to her when she knew that they were Nava's personal personal phones, which are password protected.

The appeal also states that Steif admitted contacting another party, who regards Mr. Naveh as a personal opponent, and asked him to break through the phones for her, rummaged through all their contents, and then transmitted the information from the phones to various IDF waves, which she knew were phones Nave's private breached by a party on her behalf - and the whole group looked through the contents of the phones together.

Naveh claims that Steif admitted to committing serious criminal offenses and there was no justification for granting her immunity.

The appeal further alleges that, contrary to official statements from law enforcement officials, Stipe was actually granted a guarantee of immunity in January 2019, and no genuine investigation of guilt was allegedly taking place.

The immunity granted was subject to several conditions, one of which was to provide all information it has to law enforcement officials. But according to Nave, in light of reports of information leaks on phones in recent days, it can be concluded that Stife supposedly leaked the materials.

According to Naveh, this conclusion is derived from the fact that the phones and the information they have not yet supplied were evoked and because the material that was leaked was reportedly sorted into folders according to subjects - similar to how Stipe allegedly arranged the materials after they were searched, according to the relevant police reports.

In the appeal, Naveh and his counsel added that Israeli law does not recognize the granting of "immunity" from criminal prosecution, and argued that examining the decision in the light of the prosecutor's directives on his case - regarding state witness agreements - also indicates that there was no basis for the decision.
