Guo Zai's application stated that the two respondents did not restrict the police with money to subsidize overtime expenses and unlimited meal allowances. Guo believes that the police have this kind of preferential treatment, but other civil servants who are also working against riots, such as firefighters and medical staff, have not replenished water overtime and can only deduct their working hours in the future. Guo pointed out that this move violates Article 25 of the Basic Law, "Hong Kong residents are equal before the law."
