Last September, Englishman Engelman received a NIS 2 million loan from businessman Spencer Partridge to finance his legal protection. This is after the permit committee in June informed Netanyahu that it was rejecting its request to receive outside funding from Partridge for the purpose of financing its legal protection - after the deadline set by the Netanyahu Commission to provide comprehensive information on its relationship with Partridge and a capital statement.
In its decision, the committee again noted that Netanyahu had to return $ 300,000 he had already received without a permit from his cousin, Nathan Milikowski. Several hours later, Attorney General Avichai Mandelblit joined this position, and as part of his response to the government's petition for quality government, Netanyahu ordered the money back.

The committee had already twice rejected Netanyahu's request to receive Milikowski and Partridge, and in his recent decision even ordered him to return to Milikowski $ 300,000 he had already received from him. Following the decision of the committee, Netanyahu petitioned the High Court, which ruled that the committee should allow Netanyahu to argue with her again orally. During the hearing, then-Netanyahu's attorney, Navot Tel Tzur, stated that the prime minister will provide any information requested by the committee and will be needed.
