Because the Democrats had coordinated well before the meeting, Shan Zhongzhang and Zhang Wenlong were automatically elected as chairmen and vice-chairmen without competitors. After the meeting was chaired by Shan Zhongyi, the democratic Cai Yawen moved to make an oral statement to express the experience of Hong Kong people in the past six months in the form of singing. The establishment faction expressed dissatisfaction with this and asked the chairman to deal with it. The Democrats criticized the institutional departure after the meeting. The Citizen Party Tan Jiajun posted on Facebook, counting the presence of five constitutional MPs for only 10 minutes. The monthly appropriation arrangement and the problem of illegal parking, etc., criticized the organizational system for "doing not only livelihood of the people, but also expressing politics", and suggested that the other party resign.

Motion required Lin Zheng to step down

The meeting entered the agenda for handling the motion. The Citizen Party Tan Jiajun filed an interim motion requesting Chief Executive Lin Zheng Yue'e and the main accountable officials to step down; and explained that although the district council had no power, it had a responsibility to take a political attitude. Another interim motion was proposed by Zhang Wenlong, asking the government to fully implement the five major appeals. Both motions were unanimously approved by all members of the district, and made a "five, one" gesture and shouted "five majors, one is indispensable." .

Tang Haowen asked for condemnation of police riots and concerns over past law enforcement issues in Kwai Tsing District. Sheriffs held guns at Kwai Fong Station and traffic police ran into demonstrators on the road without suspension. Liang Jinwei expressed peace, pointing out that the police had used tear gas bombs in Kwai Chung Village, criticizing it as "grass killing people" and also worried that the District Councils would have difficulty monitoring "police riots". The motion was also approved.
