International Organization Human Rights Watch published the "2020 World Human Rights Report" at UN Headquarters in New York on January 14, accusing China of threatening the international human rights system, and criticizing Hong Kong police for using excessive force against demonstrators. Chief Executive Lin Zheng Yue'e refused to start Independent investigation.

The 652-page report used pictures of demonstrations in Hong Kong on the cover, criticizing Hong Kong police for using excessive force against demonstrators and increasing restrictions on freedom of assembly, while Chief Executive Lin Zheng Yue'e refused to launch an independent investigation into police abuses.

Human Rights Watch executive director Kenneth Roth said that the Chinese government is launching the most violent attack on the global system of defending human rights, criticizing the Chinese government headed by Chinese President Xi Jinping for building an "Orwell-style high Technology monitors the country, "and monitors and suppresses public criticism with sophisticated Internet censorship systems. The report also criticized China's treatment of Xinjiang Uighurs, describing the Beijing government as having a nightmare-like surveillance system in the area.

The report criticized Western countries for failing to accuse China and called on democracies to join forces to counter Beijing. Otherwise, China's actions would foretell a dystopian future. No one can escape Chinese censorship and the international human rights system will be weakened to stop the government High-pressure governance.

At the end of the report, Xing Jisheng, a member of the Chinese delegation to the United Nations, expressed dissatisfaction and told reporters that China would never accept "an annual report that is biased and fabricated." He reiterated that Hong Kong is a part of China, and pointed out that Rott's remarks knew the reason why he had been banned from entering Hong Kong earlier.

Roth was originally scheduled to come to Hong Kong to publish the report, but when he arrived by plane on the 12th, he was refused entry for no reason. He expressed disappointment, thinking that it reflects Beijing's suppression of international human rights organizations and called on governments to boycott Chinese practices.
