According to the report, the average gross salary in government companies was NIS 23,105 in 2018, compared with the average gross salary in the economy, which was NIS 10,139. The report noted that the large gap between wages in government companies and the economy is evidence of the enormous power that workers' union has in government companies. For example, the average salary in government companies rose by over NIS 1,000 from 2016 to 2018.

In the ants sector, gross salaries and wage costs are the highest among all operating sectors of government companies, and even more so than the security companies that face competition in international markets and competition for educated workers. The average wage cost in the port sector was NIS 36,516 in 2018, compared to the average wage cost in the security industries, which stood at NIS 31,704. Another example can be seen in the infrastructure and energy sector, where the average wage cost was NIS 29,089 compared with the infrastructure sector, roads and trains where the amount was NIS 24,745.
