The District Planning and Building Commission approved a plan to establish a new residential neighborhood in Givat Shmuel. The plan is about 167 dunams and is located in the northern and western part of Givat Shmuel near Geha Road, Route 4.

The plan includes 719 housing units to be built in 9 20 to 25-story residential towers. In addition, the plan includes a building for 350 sheltered housing. Of all housing units, 144 housing units will be allocated for small apartments. Approximately 96,500 sq.m. for commercial and employment areas to be erected in 4 employment buildings along Highway 4, 12 storeys above two storeys as well as 28,000 sq.m. for public areas. The program also offers a 30 acre park. One acre of pooling area as part of Givat Shmuel's drainage and carpentry solution.

The plan was submitted by the Givat Shmuel Municipality and prepared by the planning team led by architect Yossi Farhi.
