Moody's downgrades the Hong Kong government's credit rating to Aa3, and its rating outlook is adjusted from "negative" to "stable".

Moody's pointed out that the downgrade reflects the weaker-than-expected institutional and governance levels in Hong Kong, and the lack of concrete plans to address the political, economic and social environment concerns of Hong Kong people in the past 9 months. At the same time, it pointed out that the autonomy of the Hong Kong Government faces more constraints than originally expected.
