Five people perished in the city of Perm, Russia, after a hot water burst exploded during the night and flooded a basement hotel room with boiling water - the District Investigation Commission announced. At least three more people were taken to a burn hospital. The hotel, "Mini Hotel Caramel," is located in the basement of a residential building.
Investigators also began a criminal investigation on suspicion that the scene provided services that did not meet safety needs and were expected to interview casualties, conduct investigations and gather evidence from the scene.
