The motion was moderated by two other district councillors, Li Aoran and Lin Jianwen. Proposer Yu Debao said that Yau Tsim Mong has a number of stations to and from China, including high-speed rail stations, Hung Hom Railway Station, Prince Edward Travel Direct Bus, etc., hoping to do a good job of quarantine.

Yu Debao demanded that Chief Executive Lin Zheng Yue'e and his officials immediately go to Wuhan, China to inspect the epidemic, which was unanimously approved by the district's formed and democratic lawmakers.

This proposal of the Democrats has both practical meaning and "playing fun", because China and Hong Kong do not have to report directly to the chief executive to understand the epidemic situation, but can be handled by the health departments of both sides. However, this proposal was approved by the District Councils in full.
