The defendant, Cao Minhe (aged 34), was the assistant principal of the business college, and Zhang Haoxiang (aged 32) was the former project co-ordinator of the business college. He was charged with one count of conspiracy to defraud and violated common law.

In February 2015, the Employees Retraining Board signed a four-year service contract with one of its accredited training institutions to provide different retraining courses. The two defendants were responsible for managing the Employees Retraining Board retraining courses offered by the school. Before the start of each financial year, the Chamber of Commerce applies to the Employees Retraining Board for allocation of places to run recognized retraining courses. If the business college can meet the requirements of the Employees Retraining Board, including an average attendance rate of 80% or more, it may apply for additional places in the same financial year to provide retraining courses.

At the time of the incident, the "LCCI Level 1 Bookkeeping Exam Preparation Certificate (Part-time) Course" was one of the recognized retraining courses sponsored by the Employees Retraining Board. The charge alleges that Cao Minhe and Zhang Haoxiang were suspected of conspiring to defraud the Employees Retraining Board between June 2017 and March 2018, dishonestly compiling false student attendance records for the bookkeeping course, and submitting these records to the bureau To support commercial colleges to apply for additional places, and to induce the Bureau to approve applications and provide relevant subsidies for commercial colleges to provide additional places.

The CAAC reportedly approved the application for business colleges to allocate an additional 44 places, and refunded a total of nearly 168,000 yuan in training costs for two additional retraining courses.

The ICAC received a corruption complaint earlier, and the investigation revealed the suspected crime. The Employees Retraining Board provides full assistance during the ICAC's investigation of cases.
