The Office's investigation found that according to the established mechanism, the SWD will provide the Immigration Department with Hong Kong identity card numbers of applicants for welfare benefits, CSSA recipients and beneficiaries for verification by the Immigration Department, which is the "regular verification process". However, the Ombudsman found that because the procedure only uses identity card numbers for verification, if the relevant person enters and exits with a travel document other than an identity card, the government will not be able to check the accurate records of their entry and exit, so they cannot ensure that they meet the relevant residency requirements.
