The People's Assembly discussed today, at its fifth session of the twelfth regular session of the second legislative session, headed by Hammouda Sabbagh, Speaker of the Council, the performance and work of the Ministry of Oil and Mineral Resources.

A number of Council members stressed the necessity of achieving justice in the distribution of oil derivatives such as diesel and gas between the governorates and their delivery in the required form and increasing allocations from the two articles, especially for the cold countryside, demanding to find a more effective mechanism for gas distribution that distribution be every 15 days in a civilized manner and adopting strategic solutions to meet the need in The period of peak material demand.

A number of Council members demanded that cars be run to transport oil derivatives and deliver gas cylinders and citizenship allocations of diesel to the liberated areas in the countryside of Aleppo and Idlib.

A number of members of the Council asked about the reason for the availability of oil derivatives on the black market in large quantities and high prices with the presence of the smart card required to address cases of fraud in diesel and the lack of gas in the cylinders and the installation of special stoppers to prevent manipulation and control the work of fuel stations and tighten control over them to deliver oil derivatives to citizens The easiest way.

A number of members of the Council also questioned the reason for the increase in fuel production not being reflected in the improvement of the electricity situation and whether there was a breakthrough in the near future with gas, and what is the reality of work in the new gas fields in the Qalamoun region and about the reason for opening fuel stations in a large number in different regions and the delay in the distribution Smart cards for oil derivatives and the extent of real benefit from them are required to find outlets to sell unsupported gas similar to gasoline.

A number of members also called for the opening of a branch of the Mahroukat Company in Quneitra and the investment of the Salt Salt Factory in Aleppo countryside and the Salt Mine in Tebnah in the countryside of Deir Ezzor.

The Minister of Oil and Mineral Resources Ali Ghanem made a presentation on the ministry's work, pointing to the difficulties in securing oil derivatives as a result of the blockade, unilateral coercive measures imposed on Syria, repeated terrorist attacks on fields, wells, moorings, oil installations and striking gas lines, as the number of attacks reached 271 attacks during the last period.

The Minister pointed out the growth of production in the three sectors of oil, gas and mineral resources, as production reached 80 percent in the mineral wealth sector, with the processing of approximately 13 investment projects in this sector. In the field of exploration and drilling, 83 thousand linear meters have been reached and 47 gas wells and 80 oil wells have been entered In the production process, despite the challenges resulting from the terrorist attacks.

With regard to providing productive supplies for oil installations, between Minister Ghanem, that through reliance on self-capabilities, significant savings of $ 574 million have been achieved by finding innovative technical solutions, rehabilitating oil sites in areas liberated by the Syrian Arab Army, and repairing previously used equipment.

Minister Ghanem said that the ministry’s emergency and medium-term plan was to rehabilitate the damaged facilities, and about 85 to 90 percent of them were completed, while the long-term plan is to restore the facilities and production and recover, noting that we currently have five gas plants and plants with a refining capacity of 42 million cubic meters of gas.

Minister Ghanem pointed out that during the current year, the Al-Tabnah salt mine and the five phosphate plants will be rehabilitated during the next six months, pointing out that the most important upcoming projects are the continuation of the northern central region project and the completion of fields in northern Damascus and the gas compressor project in the central region in addition to the GPS project that will lead To achieve equitable distribution in gasoline for operating mechanisms, diesel for conveying machinery, a project for cars operating on natural gas, and a project and automation of central warehouses from the downstream to the consumer.

In response to the members ’interventions, Minister Ghanem indicated that the new application announced by the ministry regarding gas distribution from the beginning of next February is aimed at facilitating citizens’ access to the material and controlling manipulation cases by distributors or accredited people who number to 16,240 at an approved rate per 1500 people and 25 distribution centers Gas in addition to mobile cars, stressing the readiness to run mobile cars to distribute petroleum products to all areas where there are no distributors, including the liberated areas.

Minister Ghanem indicated that achieving justice in the distribution of oil derivatives requires the cooperation of all concerned parties and the promotion of a culture of complaint among citizens, confirming the ministry's readiness to take deterrent measures and immediately towards any violation committed by any person.

He explained that the ministry seeks to achieve the limits of sufficiency from increasing drilling and production operations to compensate for the shortage, noting that the time plan in the investment of marine blocks will be established this year, and there will be implementation steps for all contracts that have been approved.

With regard to putting a stopper on the gas cylinder, Minister Ghanem explained that after conducting a tender, the models were not suitable for their purpose, as there are 34 million cylinders per year and the price of the plug is twenty pounds, i.e. 700 million pounds, indicating that there is a new announcement in accurate control terms so that we benefit from this issue.

The session, which was attended by Minister of State for People's Assembly Affairs Abdullah Abdullah, was lifted to noon on Sunday, February 2.
