Ye Liu said that he was very concerned about the spread of pneumonia in Wuhan, especially at least two confirmed cases in Hong Kong. He believed that the peak of the epidemic would start after the Spring Festival transportation in the Mainland. The New Democratic Party proposed 24 emergency response measures to the latest epidemic situation:

One. Immigration arrangements

1. Except for inbound passengers, all outbound passengers must also take their temperature

2. Announce that all Hubei residents must fill in health declaration forms and establish special entry channels

3. Gradually expand reporting requirements to other inbound passengers

4. Launch electronic declaration forms as soon as possible to speed up tracking of infected persons and close contacts

5. Require people who have been to Wuhan within 14 days, including Hong Kong people, to "voluntarily" submit a declaration

6. Remind Hong Kong people not to go to places such as Wuhan that have been closed

Ye Liu pointed out that it is not very useful for the government to report the health declaration form, because some passengers do not like to fill in the form or submit incorrect information, etc. She thinks that they can refer to overseas examples and apply online or electronically to make it faster for passengers to submit Information on entry and exit is required to strengthen the health monitoring and management of passengers.

two. Compensation tourism

7. Immediately implement the proposals made by the New Democratic Party to the Financial Secretary immediately and launch a 300 million yuan "Tourism Contingency Plan". It is expected that each travel agency will receive 150,000 yuan in funding. Consider increasing the compensation amount according to circumstances

8. Cancel all tour groups departing in the near future to the Mainland; consider stopping mainland tour groups

9. The New Democratic Party emphasizes that suspension of the league and compensation must go hand in hand

Ye Liu said that the epidemic has hit travel agencies a lot, and today he reiterated to Zhang Jianzong that each travel agency with less than 50 people will be given a subsidy of 150,000 yuan, involving a total of 200 million yuan, to help smaller travel agencies to survive. She also said that a number of large travel agencies have announced the cancellation of New Year's tours to the Mainland. She hoped that the government would formally call for the cancellation of all tours to the Mainland and liaise with the Mainland to cancel the tour groups from the Mainland to reduce the risk of mutual infection. .

three. Ensure mask supply

10. To ensure the stable supply of masks, the government instructs the Economic and Trade Office to coordinate the purchase of masks in different parts of the world

11. Ensure adequate supply of masks in private hospitals and clinics during public holidays

12. Distributing masks to the public free of charge at government venues such as the Home Affairs Department and the Department of Health clinics to ensure adequate supply and curb speculative speculation

four. Suspension schedule

13. The Education Bureau should consider the suspension of kindergartens, primary schools and special schools in Hong Kong as soon as possible and announce them before the end of the public holiday so that parents and schools can make arrangements as soon as possible.

14. If outbreak continues, consideration should be given to extending suspensions to secondary and tertiary institutions

15. It is understood that many primary schools in the North District are concerned about the suspension of classes after the Lunar New Year holidays. The New Democratic Party recommends that the Education Bureau closely monitor the situation of students in the North District and cross-border students.

Chen Jiazheng said that many schools will resume classes after the tenth day of the year. Due to the long incubation period of this pneumonia, which is 14 days, and the symptoms are not obvious, children, especially kindergartens or elementary school students, cannot take care of themselves or have low immunity. To extend the Spring Festival holiday, the government must announce the suspension schedule to parents in Hong Kong as soon as possible before the public holiday ends, so that schools and parents can prepare for suspension as soon as possible.

Fives. Strengthen hygiene in public transport and public places

16. Provide all public transport, including all subway stations, buses, minibuses and taxis, to provide passengers with alcohol hand rub

18. The Jockey Club is required to strengthen hygiene protection measures at the racecourse on the third day of horse racing, including distributing masks, measuring body temperature at entrances and exits, and strengthening cleaning and disinfection.

19. Due to the rapid changes in the epidemic situation, it is recommended to conduct at least two press conferences each day, one morning and one evening, to provide the public with the latest information.

20. Strengthening the provision of information on maintaining personal hygiene to the public, including the proper use of masks and hand washing, advice on household cleaning and disinfection, etc., distributed through all media such as radio, television and websites
