The Labour Party and the Social People's Company initiated a rally at Edinburgh Place, Central, on the third day of the new year. The theme was "anti-police, anti-wage increase". The rally began at 3 pm. The sponsor and Labour Guo Yongjian stated that they had applied to the police for 5,000 people to attend Rally, but no notice of no objection has been issued.

The Finance Committee of the Legislative Council is currently reviewing the increase in salary for civil servants, including the increase in the pay of the police force. Guo Yongjian criticized that the Commissioner of Police Deng Bingqiang had been vetoed at an earlier meeting to explain the project, which was against public opinion.

The social citizen Liang Guoxiong said that he had collected about 20,000 citizens ’signatures against the increase in the police force, and believed that the public opinion was very clear. He also said that he had recently seen civil servants and teachers' posts began to be liquidated. He called on members of the 18 districts and the public to attend the rally. It is an opportunity for Hong Kong people to express public opinion again.

Guo Yongjian pointed out that during the meeting with the police, he learned that the other party was concerned about the picketing arrangements for the rally, and that there were flags in the Maxim's restaurant and the hall that had been targeted near the rally. He hoped that the organizer's picketing could pay attention.
