It may also be accompanied by trade and tourism-related recommendations, such as monitoring passenger conditions at airports, but WHO generally avoids proposing trade restrictions.

The British Science Media Centre quoted Tom Solomon, director of the University of Liverpool's emerging infectious disease health protection research unit, as saying that a qualitative international focus on public health emergencies could raise the level of international support, strengthen diplomacy and security, and release More financial resources to support response teams in affected areas. However, improper characterization will unnecessarily impact trade and tourism, and mean that the country will not be able to control the disease on its own.
