Chief Executive Lin Zheng Yue'e and officials announced a series of six strategies on the first day of the new year (25th). The policy direction includes the immediate promotion of the epidemic response mechanism. "Urgent" to the highest level, implement health declarations at all ports, require primary and secondary schools and kindergartens to extend the Lunar New Year leave to reduce the risk of infection, and have other measures to reduce the risk of community outbreaks in Hong Kong.
The following outlines a series of new strategies and measures of the Hong Kong Government.
Strategy I: Improving the Epidemic Prevention Mechanism and Structure
Raise the level of "New Preparedness and Contingency Plan for Infectious Diseases" from the current "Severe" to "Emergency"
● Convene a steering committee and command center chaired by the Chief Executive. The committee has four working groups and an expert advisory group. The chief executive personally listens to expert opinions and speeds up the development of strategies.
1 Working Group on Epidemic Prevention and Control: led by the Secretary for Food and Health, Chen Zhaoshi, to formulate strategies for handling infection cases and maintain contact with the Mainland and WHO
2 Contingency Action Working Group: led by Chief Secretary for Administration Zhang Jianzong, coordinating the anti-epidemic work of various government departments
3 Public Participation Working Group: Liu Jianghua, Director of Home Affairs Bureau
4 Anti-epidemic Working Group: led by Nie Dequan, director of the Constitutional and Mainland Affairs Bureau, to communicate the latest and effective information to the public as soon as possible
5 Expert advisory panel: consisting of Dean Leung Cheuk-wai, Dean of the School of Medicine, The University of Hong Kong; Keita Fukuda, Dean and Clinical Professor of the School of Public Health, the University of Hong Kong; Professor Guo-Yuan Yuan, Chair Professor of the Department of Microbiology, and Xu Shuchang, Chair Professor of the Respiratory Department of the Chinese University of Hong Kong. Strategy two, strengthen the control of import and export measures to control the epidemic
2.1 Indefinite suspension of flights to and from Wuhan, Hubei and high-speed rail
2.2 Expand the health declaration of mainland immigrants to all ports, including 6 land ports connecting Shenzhen
2.3 Trial of electronic health declaration at West Kowloon Station of High Speed Rail from today
2.4 The port body temperature test will be strengthened, and the study requires that departing people undergo body temperature test, with priority given to ports connecting Shenzhen, Zhuhai, and Macau first
2.5 Update travel health recommendations, call on citizens not to travel to the entire Hubei Province
2.6 Suspend all exchange visits and cultural and sports activities sponsored by the SAR Government to the Mainland

Strategy 3: reduce the risk of infection transmission in local communities
3.1 Cancelling large-scale events with large numbers of people, Lin Zhengyue said that because of concerns about the risk of cross-infection, it is also difficult to ensure that the organizer is able to track relevant persons. Events that need to be stopped include the Standard Chartered Hong Kong Marathon with more than 70,000 participants, and the Government of the Government at the Government House. 3.2 Kindergartens in elementary and secondary schools: The Chinese Lunar Calendar will be extended. The resumption day is expected to be February 17. However, it needs to be re-evaluated according to the epidemic situation to reduce school infection.
3.3 Tertiary institutions, student dormitories: prevention is required
3.4 Homes and Day Service Centers: Provide additional resources to enhance cleaning and disinfection, and temperature detection for residents, visitors and staff
3.5 Public facilities under government departments: Strengthen cleaning of FEHD markets, LCSD libraries, swimming pools, playgrounds, etc .; pop-up pools for children are temporarily closed

Strategy four: strengthen personal hygiene
4.1 Supply of local masks: The Hong Kong government will actively increase the supply of masks. Officials have met with mask suppliers to understand the supply situation, but they are closed during factory holidays, and supply is expected to be tight during the Spring Festival.
4.2 Purchase of additional masks from overseas: suppliers will try their best to find supply of masks in the Mainland and elsewhere
4.3 Letter to the State Council: Lin Zheng stated that since the Mainland is the main supplier of masks, he has personally sent a letter to the State Council to provide assistance

Strategy five: strengthen the anti-epidemic facilities and services of the Department of Health and the Hospital Authority
5.1 HA measures
5.1.1 The number of negative pressure isolation beds increased from 571 to 603, which will strengthen the supply
5.1.2 Designated clinics: Ready, 7 networked clinics are expected to have 7 designated clinics
5.1.3 Reduce non-emergency services and treatments, and reduce the number of specialist outpatient clinics after the Lunar New Year. Patients with stable conditions will be prescribed first and then consulted. Some wards may need to stop visiting arrangements.
5.1.4 Medical care accommodation: We will find hotel accommodation arrangements for colleagues. The Housing Department's Huiming Village in Fanling may also be used to temporarily isolate close contacts, or allow medical care to be moved in when necessary
5.2 Department of Health: enhance the ability to do virus tests, hope to speed up tests in all aspects, detect notifiable cases as soon as possible, and increase drug supply
5.3 Isolation camp: Madame MacLehose Resort has been used as an isolation camp, and Liyumen Park Resort is also ready. Government has contacted other NGOs to borrow or requisition resorts for isolation

Strategy 6: The Hong Kong Government will not allow anti-epidemic resources
Chief Executive Lin Zheng Yue'e emphasized that the Hong Kong Government promises that all strategies for epidemic prevention will be complemented by resources. In order to ensure the health of the people, "there is no way we can save money". The new strategy will need to be used. The Hong Kong Government will provide additional resources, such as the Hospital Authority or the need to arrange medical care in hotel accommodations. Resources should be provided to support this.
