For, even if the timing of the plan was derived from internal constraints and considerations, it should not be overlooked that it was a process of realization that began to take shape as early as Trump's presidential career.

This was when Riyadh convened the Inter-Arab Summit in May 2017, starting with the establishment of the wider regional infrastructure, in which it also hopes to integrate the outline of the Israeli-Palestinian arrangement. The subsequent steps, such as the Bahrain Economic Summit in June 2019, were also intended to form part of the compensation and rehabilitation package that would be offered to the Palestinians as an integral part of the vision of establishing a new and more stable Middle East order.
