Finally! After several weeks of waiting, the millions of Navigo subscribers will be able to send their reimbursement request for December. The mondedommagementnavigo.com website must be activated this Thursday afternoon. Beware of fraudulent e-mails and web addresses: this portal is the one and only place to do this.

This reimbursement, promised by the president of Ile-de-France Mobilités (IDFM), Valérie Pécresse (Libres!), RATP and SNCF, is compensation paid for the lack of minimum service provided during the unlimited strike against pension reform. RATP and SNCF are bound by a contract with IDFM guaranteeing 50% of metros and 30% of trains during strike time. For more than five weeks, the contract was not honored. However, nothing should be expected for January. "75.20 euros, this amounts to two months of Navigo for employees, who have half of their package supported by the employer," justified Catherine Guillouard, the CEO of RATP, Monday.

Which packages are affected?

The measure applies to "more than 3 million people" who paid their subscriber in December 2019. They are the following Navigo holders: annual, month (on Navigo Card, Discovery or smartphone), Solidarity reduction month (75 % and 50%), week, (on Navigo Card, Discovery or smartphone), Solidarity reduction week (75% and 50%), Imagine R, and Navigo annual senior rate.

Are tickets refunded?

No. T + tickets, origin / destination tickets, short packages (Mobilis, Navigo day, Young Weekend tickets / Young Weekend package, Paris visit), tickets purchased on Navigo Liberté + and the Amethyst package (elderly people ) are not affected by the refund.

How to send your request and until when?

No need for proof of purchase: your name, date of birth and Navigo pass number are sufficient. However, in certain cases, such as the Navigo Découverte, proof of identity and proof of address are required.

The site will be open for six weeks for application filings, until March 12. Another period of four weeks is planned, but "only for the treatment of complaints or so that customers can complete their file following a request (document missing for example)". Payment is made by bank transfer or check letter. For people benefiting from a transfer, the wording on their account will be "repo navigo greve". In general, the payment is effective a few days later.

If you are a Navigo Annuel or Imagine R subscriber and pay by monthly installment , you have two options. Either you make your request before the 15th of the month and you will receive the money directly into your account. Either you make your request after the 15th of the month and you will not be billed for the next monthly payment payable (month offered).

What amount to expect according to your subscription?

The amount corresponds to "one month package or one monthly payment, or one week package for week packages, regardless of the number of week packages purchased". The sum of 75.20 euros will only be paid at Navigo at full price. For the other packages, here are the complete grids (below).

Who funds what?

The possibility of being reimbursed for the Navigo pass was the subject of a pass of arms between the three players involved in Ile-de-France transport: SNCF, RATP and their organizing authority and number one client, Ile-de-France mobility.

At the RATP as at the SNCF, if we have never ruled out repaying, we have also argued that nothing in the contracts required compensation ... But, politically, it was inconceivable that companies on strike do not pay for users. It was after a meeting with the bosses of the two companies that Valérie Pécresse, President of IDFM, staged the conclusion of the agreement on January 8. This same agreement will be submitted to a vote by IDFM elected officials this Wednesday, February 5.

According to our information, the agreement between the three entities provides for complex cost sharing. The reimbursement will be covered 68% for RATP and 32% by SNCF. But up to a certain threshold. Below 151 million euros, RATP and SNCF pay alone (respectively 103 million euros and 48 million euros). Beyond that, IDFM finances the supplement via grants to the two companies. However, these subsidies will themselves be capped at 22.45 million euros (7.27 million euros for SNCF and 15.45 million euros for RATP).

In the end, it is therefore a sharing of expenses up to 173.45 million euros that has been planned between the three entities. If the total reimbursement exceeds this sum, RATP and SNCF will no doubt have to put their hands in their pockets again. A sum which is added to the penalties that the two companies already pay to IDFM for not having run the trains and subways provided for in their contract. Which makes RATP CEO Catherine Guillouard say that the strike bill will amount to 200 million euros for RATP.
