In the specific case, the damaged neighbor is the market town of Garmisch-Partenkirchen. Unknowns simply disposed of their household garbage in a public parking lot at Bundesstraße 2 near the Partenkirchner Friedhof. The pile of plastic, wood and cardboard even grew for weeks, an employee of a neighboring company noticed on the way to work every day. Apparently, others also found the heap a good way to separate their waste conveniently and, above all, free of charge. The employee photographed the sad sight and asked publicly on social media who was now responsible for the disposal of the growing rubbish dump.
Who pays for illegal waste disposal? The answer is highly complex
That is far from clear. The responsibility turns out to be highly complex after in-depth research. That is why Bader is not wrong with his example of the neighboring garden. As long as the disposal company is not found, there are several potential unwanted “owners” of the illegally unloaded cargo at the said location in Partenkirchen.
"The collection points at the location are subject to a special use permit," says Bader. This means that several owners have officially leased the containers on the property of the Garmisch-Partenkirchen market town. "You are therefore obliged to ensure that the area is clean." However, only if "a spatial and factual connection can be made with the unauthorized storage." Would the garbage pile be directly on the glass containers or would it be glass bottles? the rubbish the community works. However, this is not the case, as a spokeswoman says. However, it is also not close enough to the used clothing collection points. These belong to private companies as well as voluntary institutions. No connection can be made here either.
So ultimately only one comes up: the taxpayer. The community now has to send construction yard workers who eliminate the environmental level. It is still open whether they will file a complaint. "Finding the perpetrator (s) is difficult," says Josef Grasegger, spokesman for the Garmisch-Partenkirchen police inspection. Only in the rarest of cases are environmental sinners unskillful enough and leave letters or letters with full names and addresses in the garbage. Therefore it would rarely be reported.
